i was issued yesterday on the water bond question by the special Council committee and a committee of citizens To the Taxpayers of Salt Lake City I The distributing system as it is at present constituted Is not large enough to deliver oven the piesent supply of water The bystem has been extended from time to time without regard to the future requhements of the city and I without any general plan I Is now l I system of small pipes without mails I and is entirely inadequate to supply I enough water for ordinary use In the upper district the pressure Is too high I while in the main part of the city it Is too low below that I tlHit1equled for fire protection As the districts are arranged at present they canrrdt IJe rearranged properly until the changes contemplated contem-plated
