Show S EABL LI TALKS Expresses Despair Over the Condition of Chinese Government Washington Aug 9Au Inportant j dispatch has been received in diplomatic diplo-matic quarters In Washington forwarded for-warded from the Foreign offices of one of the powers taking part In the International Inter-national movement and giving with much detail a conversation by LI Hung Chang In which he expresses his despair de-spair over the condition of the Chinese Government and his fears that the antiforeign element has gained complete com-plete ascendancy at Peking The conversation was with the Consul of the power receiving the dispatch dis-patch and as he is an Intimate friend of long standing with Earl LI the latter lat-ter spoke unreservedly of the deplorable deplor-able condition of affair among his own people The dispatch Is quite lengthy and quotes LI Hung Chang as saying that he Is satisfied that the conservative or progressive element which he belongs be-longs no longer has any Influence at Peking The ascendancy of LI Ping Hong the Intense antiforeign leader Is referred to and It Is stated that It was due to his proposition that two conservative members of the Tsungli Yamen were beheaded The names of the beheaded Ministers are given in the dispatch as Yuen Chang and Hsle I Chin Chang This last event appeared particularly to depress Li Hung Chang who regarded re-garded it as establishing that the progressive pro-gressive element favorable to the foreigners for-eigners could expect no mercy He even expressed that although summoned to Peking he had asked for twenty days delay on the ground that he was notable not-able to travel The substance of the foregoing dispatch dis-patch has been communicated to the State department I is not strictly I official as the conversation was to a certain extent confidential but none the less Is considered as throwing light I on the situation from the standpoint of the noted Chinese statesman I |
