Show RECEIVED EXTRA PAY SEORETARY ROOT REPLIES TO A SENATE RESOLUTION I Informs the Upper House What Army Officers in Cuba Received Extra Compensation Washington April 25 Secretary of War Root today sent to the Senate his reply to the resolution of April 21st as to whether officers of the United States army In Cuba or Porto Rico have Ie ccjved any compensation In addition to vhal they were entitled to receive by law as salary and allowances and If so asking the names and ranks of I the officers and the amounts received them by f The reply says that allowances have been paid four officers oflheaVmy yho have been required to live fn Havana and to perform Important civil functions func-tions In connection with the administration adminis-tration of the Government of Cuba as follows The military Governor of Cuba at the rate of 7500 per year to the military mili-tary Governor of Havana at time rate of SEOCO per year to the collector of customs cus-toms for the Island of Cuba at the rate of 1500 per year To the treasurer of the island of Cuba at the rate of 1SOO per year The report continues These payments pay-ments were In addition to the salary and allowances which the said ofilcers were entitled as such to receive out of the treasury of the United States 1 am not aware of any other payments of the character described by tho resolution resolu-tion to any one In Cuba I annex hereto here-to a report received some months ago from the headquarters division of Cuba showing that no others have been made The payments have been made monthly from the dates stated In said orders until the present time Payments Pay-ments to the military Governor of Havana Ha-vana will cease with the termination of that office on May 1 1900 The names and ranks of the officers receiving the payments were As military mili-tary Governor of Cuba MdjQcn John R Brooke until the lath day of December Decem-ber 1S09 and MaJGcn Leonard A Wood U S V since that time as military Governor of Havana Brig Gen William Ludlow as collector of customs of Cuba Moj B M Bliss aa treasurer of the Island 1 of Cuba MaJ E F Ladd U S V No allowances have been made to any officers in Porto Rico other than the statutory salary and allowances out of the treasury of the United States The payments specified were made out of the revenues of tie Island of Cuba on account of the Government thereof and they were made on that account for the reason that It was Impossible Im-possible for the said officers to properly prop-erly perform the necessary duties pertaining per-taining to their positions without tho expenditures of the full amount of such allowances In addition to their statutory statu-tory salaries and allowances out of the treasury of the United Slates The aggregate of the payments thue made prior to tho first day of the present pres-ent month was 1714l The total receipts re-ceipts of the island of Cuba collected by those ofilcers during the period covered cov-ered by tho aforesaid expenditure therefrom amounted to 321020572 and the total disbursements under their direction di-rection amounted to 19230602 Similar allowances to ofilcers of the army performing civil functions In Mexico and California wore approved by Congress by the act of March 3 1SI9 and the act of February 1 1 1853 The said payments were authorlxcd by the President of the United Stales upon the oral advice of the Attorney Gen ral that the same were In all re sj > ecls lawful |
