and at the same time AdJtGen Cor bin will be made a MaJorGeneraL This afternoon the subcommittee of the Senate Military committee on the army appropriation bill agreed to an amendment which provJdcs tljat the S MajorGcneral commanding the army of the United States shall be entitled to the grade pay and emoluments of n IilcutcnantGencral and that upon his retirement he ahall continue to draw the pay oC an ofllccr of the rank of LieutenantGeneral I Is I also specifically cally provided In the amendment that I the present senior MajorGeneral commanding com-manding the army shall be the first officer to enjoy these benefits TO REWARD CORBIN In addition to this the subcommittee has provided that the officer now actIng act-Ing as AdjutantGeneral shall dracc the pay and allowances of a Major General At present he Is n Brigadier General only The amendment does not contemplate the continuance of the grade of MajorGeneral for the Adju tantGeneral of the army but Is evidently evi-dently designed to reward Gen Corbin for his great services during the war with Spain ROOT OBJECTS As soon as Secretary Root heard of the action of the committee this morn InS he hastened to the Capitol and proceeded to the room of the Senate Committee on Military Affairs he protested pro-tested vigorously against the amendment amend-ment He insisted that the proposed I change was unconstitutional and that the committee was trying to deprive I the President of his prerogatives Tho I Secretary seemed to be far more concerned con-cerned over the enforced promotion of I Gen Miles than over tho rii > vitinn nf I u Gen Corbin COMMITTEE CITES PRECEDENTS But the committee Insisted that It had not exceeded its prerogatives and that on the contrary many precedents for the proposed action are to be found Jn the statutes The case of Sheridan co wan cited as a conspicuous precedent That Secretary Root failed to Impress his views upon the committee is evidenced evi-denced from the fact that after he retired re-tired tho full committee unanimously decided to Indorse the recommendation of tho BUbcommlttce and as a consequence i conse-quence the army appropriation bill will i contain 0 clause
