most sadly misgoverned country To filve the history of the ojLJoxcrs we must go back about 250 years when China proper threatened as she was with a great civil war for poses To add to this confusion there were many missionaries who were not above taking advantage of the Ignorance Igno-rance of their simple followers for the honuflt of their own pockets The dishonest dis-honest acts of those did much to discredit dis-credit the others An example of one cause of hatred toward to-ward them Is the fact that under the treaties with different countries the missionaries are allowed to Import all articles of food and clothing for their personal liSt without the payment of customs duties Taking advantage of this liberality many of them Imported provisions In Immense quantities and make a t business of sellliig their surplus sur-plus stock at a much less figure than I I po 2 Y i G w r r g14I 1 tj ta n r t I j Ir + tit I r 4 1 l 1 1 1I I 1I I w1 I I 11 I Dr Gee Vo Chan which she was unprepared was forced I to call to her assistance the natives of Manchuria race who under able r leaders had acquired considerable poxyer I c The Manchus readily came to the aid of their neighbors and not only suppressed sup-pressed the rebellion but managed to overcome the entire country and assume as-sume the power and from that time China has not been governed by the Chinese but has been under the rule of the Manchurians whp have constantly used all the means In the power of a despotic country to keep the Chinese from becoming an enlightened people or keeping race with civilisation knowing well that should they do so they themselves them-selves would be 1 deposed from power and the original dynasty restored Then it was that the leaders of the Chinese formed the organization which was the nucleus of what now are known as the Boxers which means United II Hands or SelfPreservation society This organization from olie generation I I genera-tion to another has made repeated efforts I ef-forts to overthrow the present dynasty but with the exception of the great Tal I Ping rebellion In 1854 they never havu made much ogress While + lhe pies I cnt rulers with the aid of the general I Chinese Gordon finally overcame i thia rebellion and established peace It I I was the means more firmly uniting the ox 1sbut not till after the war I with Japan did they make further efforts I ef-forts to heroine the governing power lAt l-At that time Dr Sin Yk Son a man I I of great ability assumed leadership 1 of this society and under his manage j meat it made great headway until llnally he was forced to nee the country coun-try with a reword of 10000 offered for his head When he left Hong Yon Val became the leader of the reform move I meat and while he like Dr Son was I forced to leave the country with a reward re-ward of 100000 offered for his head by the Dowager Empress his teaching had a xvldc Influence and since then his writings have been extensively circu lated throughout the country produc ing remarkable results in organizing the Chinese and bringing them to a realization re-alization of their condition The Boxers were noL organized as an antlfortilgn association but a patriotic society for the preservation of the empire em-pire and it Is but recently that their I fury has turned against the foreigners as well as their rulers Seeing the Government conceding everything of value to others and the evident Inten tion of the pow rs ultimately to distribute dis-tribute tho country between themselves them-selves they have risen In blind fury to protect what they believe to be their rights and In their Insane doslrc for I vengeance they do not discriminate be tween friend and foe aH they believe the world to be against them and seeking only their destruction The best leaders of the Boxers are not in China having been compelled to flee for their lives leaving the organization I in the hands of Ignorant and fanatical persons whoso only Idea Is to stir up the masses against every one not Chinese Chi-nese Regarding the antiforeign movement which has dexelopcd while there are many reasons for Its existence there can be no doubt but that It is primarily due to a great extent to the missionaries mission-aries and their methods and the lack of knowledge displayed by them In I trying to Christianize the people Previous Pre-vious to their advent the Chinese while divided into three gr religious I denominations had no trouble oxrcr + their religion and the different sects dwelt side by1 side In the utmost harmony II har-mony NO far as religious manors were I 1 concerned Then came the Catholics whp worked chiefly In the northern provinces and not only made many converts but lived on the most peaceful peace-ful terms with inhabitants After thorn folloxxcd other religious denominations denomi-nations who told the Chinese that the Catholic forts of worship WAS wrong and their church thu + only true one One sect folloxoU monopoly thousands of dollars 1 dol-lars are made each year by this evasion = eva-sion of duties and the Chinese merchants mer-chants feel their loss of trade from this cause severely I do not wish to bo understood as condemning con-demning the missionaries as a class as 1 they have on the whole accomplished much good but like all other pro > slons there are many olaclc sheep among them and not all of them go thither for the benefit of the Chinese I alone by any means It was the dishonest ones who lrst I planted the seeds of distrust In the minds oC the people which finally has I borne such fruit in the deplorable slaughter of Innocent persons J and resulted re-sulted In the chaotic condition in which ChInn today Is placed I The Chinese are a simpleminded pto ple and they could not understand why people who worshiped the same God should have so many different ways of so doing or why each should discredit and slander the other Being I conttr vativc and supersItlous they coniiut understand win persons should come thousands of miles simply to induce them to change the form of worship their fathers had bell vd In I for CPD turles The result was that they caino to believe that each denomination was telling the truth about the other and that all were working from purely sti lish motives Each church has its following and 1 I each was of course Jealous of the other I oth-er This Jealousy and the ignorance the Chinese led to Quarrels bcfAecn the different factions which sometimes some-times resulted in the murder of the missionaries mis-sionaries Then camethe reprisals uf the different countries rhcr tvor a murder occurred the country to xvhloh the missionary bclofigod not only demanded de-manded a heavy Itidomnity but made it a pretext for the seizure of territory I possess escapes I taxation Pigs are taxed at the rate I of 5 each Dogs and fowls aro taxed almost to their full value It Is only by denying themselx almost every I necessity of life that the people are able to exist This money does not go to the benefit of the people but to the nation levying this unjust taxation I The Imperial customs arc In the hands of English as well < 1st the liken of the seven southern provinces and of theso revenues at least onehalf goes to England The right to Impose new taxes Is withheld from the Chinese anti exercised by foreigners Tho Chinese even under the most corrupt form of government never halts boon subject to Himh vnrlillant taxation by their own ofilclalH and who can blame them for resisting It from foreigners The experience of China with modern mod-ern rlvlllssftlion does not make her overly over-ly amIous experience more of It nor to be assimilated by the POWCJ Previous to the civilizing efforts of England the punishment for smoking or dealing In opium In any way was death England at the mouth of her cannon forced this law to be repealed I and made China open her ports to the I opium of India with the result that 1 today there are more deaths In China from opium smoking than from all other causes combined Probably no other country Is so rich In Iron and the precious metals and her coal supply exceeds that of the rest of tho world yet foreign countries coun-tries re In possession of all the mining prlxllcAgs and a coal fire to a China man Is considered a great luxury Two or three acres of land belonging to a family their only means of support sup-port and la considered a fortune and every foot of it must be under cultlxa tlon to furnish them a living yet foreign for-eign powers build their railroads through It paying the owners If J at all whatever they choose to give The Chinese revere nothing so much as the graves of their ancestors but railroads are being built through their graveyards grave-yards and people killed for protesting Missionaries persuade the people to break the Jaws of their country do ride the religion of their forefathers and tell tin that like them We will Inherit In-herit eternal damnation unless we choose to worship God In the manner they prescribe Sir AVllfred Laurler Is asking Parliament Parlia-ment to Impose a poll tax of 3100 upon the Chinese in Canada and Australia is doing the same while England Is I making war on the Boers for much less cause The United States the most Just and xvollllkcd country of all to China excludes Its people from her shores yet demands an open door for her people and her commerce which China gladly Rives China has forfeited I for-feited to outside nations her right to build railroads to be used by them for I the mobilization of their troops to overthrow the country when they can agree among themselves upon the i division of the spoils The Chinese Government recently ordered a railroad rail-road built to Shan Tung which Is yet nominally a part of China but Germany Ger-many flatly refused to allow It Is It to wondered at that the Chinese area are-a what Is to be left for themselves them-selves or that they regard all foreigners foreign-ers with suspicion After she has been robbed right and left and her people peo-ple subjected to every possible Indignity Indig-nity Is it surprising that China has a hatred for foreigners or that she should wish to be left to herself i The Chinese aie not naturally an ignorant people by any means but are bright quick to learn 1 and naturally ingenious in-genious They have some of the finest factories and Iron mills In the world I Their canal system built many cen turles ago and the bridges are marvels I mar-vels of engineering skill and today arc unequaled by those of any other country coun-try They do not want to buy tho finished I fin-ished products of other countries but I wish to manufacture for themselves and build their own factories to give I employment to their own people They do not want railroad and other conces I sions forced from them I by other countries I coun-tries because they wish to build and control their own but ut present they I have not the means to do so China Is not ready for the laborsaving de Ices of other countries because they I would throw too many of her people out of employment and In the impoverished Im-poverished condition of the country this would mean starvation for thousands thou-sands For Instance Canton will not allow a modern waterworks system because It would throw out of employment employ-ment 50000 persons who make their living by carrying writer This Is but one Instance of hundreds I where modern methods would prove disastrous to the people yet foreign I companies are clamoring for concessions conces-sions which if I granted would mean wholesale starvation to the people In the war with Japan the people did not want to fight because few of them knew what they were fighting for and j so took no Interest In the outcome They would fight because they desired peace Now conditions have changed they ore fighting as they believe for c their homes and their lives and should this uprising not be suppressed but al owed to spread throughout the country coun-try the loss of life will be appalling China learned her lesson in the war with Japan and now Is much better prepared for war than even the best informed foreigners dream of for she has made her preparations secretly I have visited China in the last three years and while there found villages where the entire population waR engaged en-gaged in making guns of the most modern mod-ern type China has bought from foreign for-eign countries and also manufactured Immense supplies of ammunition and artillery and many of the best European Euro-pean officers have been engaged In training her troops for modern warfare war-fare fareA Chinese soldier can Jive on less ration than any dthcr In hare feet and with a pound of rice a day he xvlll go from one end of the country and fight as he goes for hardships are apart a-part of his dally life and he knoxvs nothing different Should the revolution extend throughout the entire empire and the army be led by competent Generals It xvlll I fear require the largest army the world has yet seen to subdue It Tharo are as yet practically no railroads rail-roads for the transportation of troops and supplies for foreign armies and should they Invade the Interior an immense Im-mense army will be required to transport trans-port thou supplies andanother to protect I pro-tect their lines of communication The Chinese arc everywhere and can raise an Immense army In any part of the country One province alone that of Shan Tung can put into the field an army of 2000000 mon not one of whom will be less than six feet In height To mc It stems Incredible that tho Government < an be behind those who are causing the events that are horrifying horri-fying the orldTite Empress Dowager Dow-ager Is one of the smallest politicians and both she and her advisers surely would know that It would mean their political suicide and assure the speedy dismemberment of the empire The United States cannot afford to allow the dismemberment of China Her geographical position alone especially espe-cially since she has acquired the Philippines Phil-ippines naturally would bring her into closer commercial communication than any other country could acquire Besides this China prefers trading with this country to any other because be-cause she realizes that the United States alone Is the one power that IB after her trade instead of her terrjtgry Were more free communication allowed between the two countries this trade would be increased greatly Chltilt Is extremely fortunate at present in being represented by so able a man as Mr Wu Ting Fang who probably Is better able to preserve the friendly relations re-lations between the two countries in the present trying crisis than almost any other man she could have sent Nearly all the Chinese In thIs coun rare r-are from the southern provinces xxhlch still are unaffected by the present movement and It Is their earnest desire de-sire that this outbreak Of lawlessness will be suppressed quickly as they realize that It will be the means of putting China back many years In her advancement as a civilized and Christian Chris-tian nation DR GEE
