Show AN ORDINANCE IN RELATION TO THE Salt Lake City waterworks. Section 1. Be it ordained by the city council of Salt Lake City that: The waterworks constructed by the corporation to snpply Salt Lake City with water shall be designated aud known as the Suit Lake City Waterworks: they shall be the property of said city, and thai! be under the sole aud exclusive ex-clusive contiol of ti.e city council, who may, troiu time to time, direct the construction of such reservoirs, reser-voirs, water tanks, water mains, service pipes ead tire hydrants as the necessities of the inhabitants of the city may require. Sec. a. The Superintendent of Waterworks shall, under the direction of the city council, have charge of the reservoirs, wafer tanks, water mains, fire hydrants, and all the machinery and appur ensuces appertaimnsr t the waterworks. He shall have the direction of the layiui; cf wafer mains and patting in of service pipes, nnd the retrulation of the water snpply, jo lire hydrants and to all water takers, lie snail report to the City Council quarterly, or oftener if required, his doings as Superintendent, the cor-dtion of the waterworks, and make such suggestions as the nature of the service may require. Said officer shall charge to each person per-son Lie amount assessed against nim, and shall without delay proceed to collect the same monthly, quarterly, semi-annually or annually, at his discretion, dis-cretion, and pay the amount collected into the City Treasury monthly, or oftener if required. In th month ot June of each year, he shall make a full report to and settlement with the City Auditor Aud-itor of the previous year's assessments and collections col-lections of Water Kates. Sec. 2L The Assessor and Collector of Water Rates shall fnrnish to each water taker, or leave at his residence or usual place of business, a printed or written notice of the amount of water rate assessed against him and when payable. If any person neglect, re'.use or fail to pay his water rate within twenty days from the date of said notice, the Assessor and Collector is authorized and empowered to have the water turned off from the premises f said person where sm-h unpaid water rate is assessed, and before the water shall be turned on again all delinquent water rates must be paid in full up t the end of the term as assessed, as-sessed, and fifty cents additional for expenst-s. Any water taker n 't nsiug water after the assessment assess-ment has been made must report it to the Assessor Asses-sor and Collector of Water Rates and have the water shut off : if he fails to do so the full amount assessed must bs paid. Section 25. To each service pipe there s'na'l b attached, at-tached, at the curb, a stopcock and a l-ey-box, which shall ba paid for by the water taker and be under the exculaive cautroN of the Superintendent. Sec. 8, All service and other pipes used tinder ground shall be of cast iron, extra strong lead or tin-lined lead, and laid not less than four feet below be-low the grade, and all pipes for water supply, whether inside or outside, shall be of sufficient eTength to stand the water pressure, and all such work, alteration or extensions thereof, together with size of pipe, must be to the acceptance of the Superintendent. Xo extension of service pipe shall be made without first obtaining a permit therefor from the Superintendent, and upon the payment of one doilar, and 110 extension shall ba made to another water taker from the same service ser-vice pipe without a stop-cock and key-box beit g attached at the junction w ith such service pijte. Sec. 9. If any water taker shall permit any person per-son from othel- premises, or any unauthorized person, to un or obtain water from uis premises or water fixtures, whether inside or outside of his building, the supply of waier may be cut off and the amount paid fori'eited, nnd such unauthorized person for tnkiusr said water sh.-i'l be-liab'e to a line of not to excte 1 ten dollars for each oiTence. Sec. lo. All persons takingthe water shall kee heir service pipes connections and other water pparatus in good repair and protected from frost at their own expense: but no person, except under un-der the direction of the Superintendent, shall be allowed to dig into the stnet or sidewalk for the purpose of laying, removing or repairing any service ser-vice pipe. Sec. 11. If any water taker shall waste water, or allow it to be wasted by neglis-ence, such as imperfect stops or vaive's, or leaky joints or pipes, or allow iug tanks to leak or to overflow, or wastefully run it through basins or other apparatus, appar-atus, or use the water for purposes other than those for which they have paid, or in violation of the rules and regulations for controlling the water wa-ter supply, and the provisions of this ordinunce, he shull" bo liable to a fine of not to exceed twenty-five dollirs for each offence, and the water wa-ter may be c.it off from such water taker, and ail payments forfeited, unless such person shall promptly pay such additional charges as may te imposed bv the Superintendent. Sec. 12. Sec. 13. It any person after the watpr has been turned off from his premises, on account of nonpayment non-payment of dues, or violation of the rules and regulations pertaining to the water snpply. shall turn the water on again, or, use, or allow tue water to be used without authority, he chill be lined not exceeding fifty dollars for each offense. Spriniilers for lawns, gardens and yards must be used only for the purposes paid for. Xo nozzle for sprinkling saail be larger than one-fonrih of an inch in diameter, and no sprinkling sha l be ullowed except in connection with other wuter service. The city is hereby divided into two sprinkling districts. All that j ortion cf the city lying east aud north of the following boundaries is hereby made nnd declared to be the Upoer Spriukling District, to-wit: Commencing nt the intersection of First We-t and Seventh 'orih Streets, aud running thence Sou h ah ng Slid First West Street to Second Xorth Street, thence East a'.ong said Second Xoith Street to Apple Street, thence Southeasterly along Apple Street to First Xo-th Street, thence East along First Xorth Street to East Temple Street, thence South along East Temple Street to Xorth Temple Strtet, thence East nlrng Xorth Temple Street to First East Stre t, thence South along First East Street to Sonth Temple Street, thence East along South Temple Street to Sixth East Street, thence South along Sixth Eist Street to Liberty Park. And all persons taking water from the mains on South Temple Stre- t, East of First East Street, and those taking from the main on Sixth East Street, shall be deemed to belong to said Upper District. All that por ion of the city lying West end South of the foregoing boundaries is hereby made and declared to be the Lower Sprinkling 1 District. Sec. 26. Meters will be furnished and maintained by ths Ci'y at cost, to all wa er takers who prefer to use them, and the City reserves the right to put them in a meter in any case at its own expense an 1 charire for water ny measure instead of schedule rates. " Sec. 27. Xo water shall be supplied from the pipes of the Salt Lake City Waterworks for the purpose of driving any motor, turbine or other wheels, or any hydraulic engin-s or elevators, or for driving or propellins machinery of any kind whatsoever, and no license shall be granted or issued for any snch purpose Sec. 2S. The Assessor and Collector of Water Rates may demand of any person, persons or corporation, cor-poration, a sworn statement for what purpose water is required, together with the number of rooms, hose connections, bath houses, shop, urinals, urin-als, water closets, engines, boilers, stock yards, corrals, livery stables, liquor stores, and other purposes for which water is required, nnd also thennmberof horses or other stock to be supplied sup-plied and the number of vehicles to be washed. Any person refusing to make such sworn statement state-ment when required shall be refused a supply of water, and any person who makes such sworn statement falsely, may be prosecuted and convicted con-victed of perjury. Sec. 29. Xothir-g herein contained shall prohibit the City Council irom amending, altering or adding add-ing to the provisions of this o romance in relation to the water supply or the rules and regulations which may be adopted in conformity therewith. Provided that no alteration in water rates shall apply t ) any license issued or contract made with a w'ater-taker under this ordinance, until after the expiration of snch license or contract. Sec. 30. All ordinances or parts of ordinances confliiting with the provisions of this ordinance are hereby repealed. Sec. 31. Any person violating any of the provisions of this sect-oii, or of any pro ilamation made by the Mayor in pursuance hereof, shall, on conviction be fine 1 iu any sum not exceeding $10 for the first offence, and not exceeding $2J for each subsequent sub-sequent offence. Sec. 10. Sec. 2J. The City Corporation shall not be held liable for damare to any . water taker by reason of a stoppage or interruption of his water 6upnly caused by scarcity of water, accidents to works or mains, alterations, additions, repairs or from other unavoidable cause. Sea. 21. Xo telesrsphpost, hitching or other post shall be put down or set within four feet of any water service pipe, nor within six feet of any main pipe, except on a written permit from the Superintendent.,- - Sec. 22. Wherever the water mains are laid, no person shall be alio we 1 to convey the waters of the City irom any ditch or place by private pipes, for fountains, mechanical or other purposes, ex-rept ex-rept the ordinary, iirication of lots, under the direction of the Watermaster, nor shall said water be herenfter diverted from the ordinary irrigation ditches tor the supply of steam boilers or otuer mechanism, and all resolutions, ordinances ordi-nances and permits allowing any person to convey con-vey the waters of the City, or any part thereof, from the ordinary ditches by pipes for any use or purpose whatever, wherever the water mains ara laid, are hereby repealed.
