He shall report to the City Council quarterly, or oftener if renuired, his doings as Superintendent, the condition of the waterworks, and make such suggestions as the nature of the service may require. Sec-8. All public fire "hydrants shall be under the control of and shall be kept in- repair by the Superintendent of Waterwoiks, ami in case of Are, the Firo Department and such others as the Superintendent shall authorize, shall have free access to said hydrants. Sp.c" 4,- Ay Person who shall willfully or carelessly run a vehicle against a. lire hvdraut, or otherwise willfully or carelessly injure the same, T ,T,W or attempt to draw water therefrom, hall be subject to a fine not exceeding one hundred hun-dred dollars, and be liable for alt dauia-es done to said hydrant. Sec. 5. Wrenches for lire hydrants shall be lurnished by the superintendent to the lire department, de-partment, for their use, and to such other persons per-sons as ht may deem pioper, and any officer or member of the lire department, or other person having charge of one or more of Slid wrenches, who shall permit the same to be taken from their place of deposit, or to he nsed for any other purpose pur-pose than those authorized bv tho superintendent, superintend-ent, shall be liable to a line of" not exceeding fifty dollars for each offense. Sec.fi. Whenever any . property owner desires to obtain a supply of water from the Citv Waterworks, Water-works, he shall make application therefor, in writing, to the Superintendent, and sign an agreement that he will be governed by such rules and regulations, not inconsistent with this ordinance, ordi-nance, as may be prescribed by the City Council each year. Said officer shall charge to each person per-son the amount assessed against him, and shall without delay proceed to collect the fame monthly, quarterly, semi-annually or aunually, at his discretion, dis-cretion, and pay the amounts collected into the City Treasury monthly, or oftener if required. In th month of June of each year, he shall make a full report to and settlement with the City Auditor Aud-itor of the previons year's assessments and collections col-lections of W ater Rate. Sec. 24. The Assessor and Collector of Water Rates shall furnish to each water taker, or leave at his residence or nsual place of business, a printed or written notice of the amount of water rate assessed against him and when payable. If any person neglect, refuse or fail to pay his water rate within twenty days from the date of said notice, the Assessor and Collector is authorized and empowered to have the water turned off from the premises of said person where sin h unpaid water rate is assessed, and before the water shall be turned on again all delinquent water rates must be paid in full iip to the end of the term as assessed, as-sessed, and fifty cents additional for expenses. Any water taker n it nsing water after the assessment assess-ment has been made mnst renort it to the Assessor Asses-sor and Collector of Water Rates- and have the water shut off; if hefaila to do so the full amount assessed must be paid. Said application having been tiled, the Superintendent of Waterworks is authorized to extend, at the expense ex-pense of the city, the service pipe to the inside line of the curbstone, at tho point most convenient conve-nient for supplying the premises of the applicant. appli-cant. Sec. 7. To each service pipe there shall be attached, at-tached, at the curb, a stop-cock and a key-box, which shall be paid for bv the water taker and be under the exculsive control of the Superintend- Sec. 8. All service and otfter pipes nsed under ground shall be of cast iron, extra stron" lead or tin-lined lead, and laid not less than four feet below be-low the grade, and all pipes for water snpply whether inside or outside, shall be of sufficient strength to stand the water pressure, and all such work, alteration or extensions thereof, together with size of pipe, must be to the acceptance of the Superintendent. No extension of service pipes shall be made withont first obtaining a permit therefor from the Superintendent, and upon the payment of one dollar, and no extension shall be made to another water taker from the same service ser-vice pipe without a stop-cock and key -box being attached at the junction with such service pipe. Sec. 9. If any water taker shall permit any person per-son from other premises, or any unauthorized person, to use or obtain water from his premises or water fixtures, whether inside or outside of his building, the supply of water may be cut off and the amount paid forfeited, and such unauthorized person for taking said water shall be liable to a fine of not to exceed ten dollars for each offence. Sec. 10. All persons taking the water shall keep heir service pipes connections and other water pparatus in good repair and protected from frost at their own expense: but no person, except under un-der the direction of the Superintendent, shall be allowed to dig into the street or sidewalk for the purpose of laying, removing or repairing any service ser-vice pipe. Sec. 11. If any water taker shall waste water, or allow it to be wasted by negligence, such as Imperfect stops or valves, or leaky joints or pipes, or allowing tanks to leak or to overflow, or wastefully run it through basins or other apparatus, appar-atus, or use the water for purposes other than those for which they have paid, or in violation of the rules and regulations for controlling the water wa-ter snpply. and the provisions of this ordinance, he shall be liable to a fine of not to exceed twenty-five dollars for each offence, and the water wa-ter may be cnt off from such water taker, and, all payments forfeited, unless such person shall promptly pay such additional charges as may be imposed by the Superintendent. Sec. 12. Whoever by himself, family, servants or agents, shall nse the water coming through the water mains withont first paying therefor, as hereinafter provided, or shall, without authority, . open any stop-cock, valve or other fixture attached at-tached to the system of water supply, or shall in anywise injure, deface or impair any part or any appurtenances of the Waterworks, or shall cast anything into any reservoir or tank of the said works, shall be punished by fine not exceeding one hundred dollars for each offense, or by im" prison men t not exceeding six months, or by both fine and Imprisonment. Sec. 13. If any person after the water has been turned off from his premises, on account of nonpayment non-payment of dues, or violation of the rules and regulations pertaining to the water supply, shall turn the water on again, or, uee, or allow the water to be used without authority, he shall be fined not exceeding fifty dollars for each offense. Sec. 14. Fountains and sprinklers for lawns, gardens, yards or sidewalks shall not be operated during a fire. No fountain attachment shall bo greater than half an inch in diameter. There shall be a stop-cock to each fountain attachment, which shall be under the control ot the superintendent. superin-tendent. Sec. 15. Sprinklers for lawns, garden and yards must be used only for the purposes paid for. No nozzle for sprinkling suall be larger than one-fourth of an inch in diameter, and no sprinkling shall be allowed except in coanectiou with other water service. The city Is hereby divided into two sprinkling districts. All that portion cf the city lying east and north of the following boundaries is hereby made and declared to bo the Upper Sprinkling District, to-wit: Commencing at the intersection of First West and Seventh Nonh Streets, and running thence Sou:h along s.iid First West Streetto Second North Street, thence East along said Second North Street to Apple Street, thence Southeasterly along Apple Street to First North Street, thence East along First North Street to EaBt Temple Street, thence South along East Temple Street to North Temple Street, thence East along North Temple Street to First East Street, thence South along First East Street to South Temple Street, thence East along South Temple Street to Sixth East Street, thence South along Sixth East Street to Liberty Park. Sec. 26. Meters will be furnished and maintained by the City at cost, to all wa'er takers who pieter to use them, and the City reserves the right to put them in a meter in any cesa at its own expense end charge for water oy measure instead of schedule rates. Sec. 27. No water shall be supplied from the pipes of the Salt Lake City Waterworks for the purpose of driving any motor, turnine or other wheels, or any hydraulic engines or e:evators, or for driving or propelling ma- hinery of any kind whatsoever, and no license shall be granted or Issued for any such purpose Sec. 23. The Assessor and Collector of Water Rates may demand of any person, persons or corporation, cor-poration, a sworn statement for what purpose water isiequired, together with the number of rooms, hose connections, bath houses, shop, urinals, urin-als, water closets, engines, boilers, stock yards corrals, livery stables, liquor stores, and oth.T purposes for which water is required, and also the number of horstaor other stock to be supplied sup-plied and the number of vehicles to be washed. Any person refusing to make such sworn statement state-ment when required han be refused a supply of water, and any person who makes such sworn stutenient falsely, may be . prosecuted and convicted con-victed of perjury. Sec. 29. Nothirg herein contained shall prohibit the City Count il irom amending, altering or adding add-ing to the provisions of this ordinance In relation to the water supply or the rnles and regulations which may to adopted in conformity therewith. Provided that no alteration in water rates shall apply t- any license issued or contract made with a water-taker under this ordinance, until after the expiration of such license or contract. Sec. 30. All ordinances or parts of ordinances conflii ting with tho provisions r.t this ordinance are hereby repealed. Sprinklers for lawns, sidewalks, streets, windows win-dows and fronts, in the Upper District, must be used only between the hours of and 9 o'clock a.m., and 4 and 8 o'clock p. m., and in the Lower ! District between the hours of 8 and 10 o'cloek : a.m., and 6 and 9 o'clock p.m., during the months of July, August, September and October of each year. Any person violating any of the provisions of this sect.on, or of any proclamation mado by the Mayor in pursuance hereof, shall, on conviction be fined in any sum not exceeding $10 for the first offence, and not exceeding 2J for each subsequent sub-sequent offence. Sprinkling wagons and wagons for the delivery or distribution of water miist lie filled from hydrants, or from spiilserected forthat purpose, pur-pose, and shall be regulated and controlled by the Superintendent. Sec. 17. Steam boilers, used for power purposes, pur-poses, shall not be allowed to fill from the p. pes direct, but must be provided with a tank and supplied sup-plied therefrom. Sec. 18. Watering troughs for animals shall not be allowed a constant flow of water, but shall only be allowed to use such quantity as will supply the actual wants of the stock havil g access thereto. S:-2 Whoever the water mains are laid, no person shall bsallowel to convey the waters of the City from any ditch or place by private pipes, lor fountains, mechanical or other purposes, except ex-cept the ordinary irrigation of lots, under the direction of the Watermaster. nor shall said waters be hereafter diverted from the ordinary irrigation ditches for the supply of stam toiler's or other mechanism, and all resolutions, ordinances ordi-nances and permits allowing any person to convey con-vey the waters of the City, or any part thereof, from the ordinary ditches by pipes for any use or purpose whatever, wherever the water mains are laid, are hereby repealed. Sec. 23.
