The StriicRlfl for a Captain of rolico and the Chances of Aarioiis Applicants ltesult of a Day's Travels Among the Sleuth. , The police force lias a new chief. John M. Young who has been shaping its policy ane! directing its movements for the two years last passed retired last night and "turned over the keys" to Marshal Janney, who will now conduct the war against the lawless elements. With the experience of a man who has been in the municipal saddle tor two yearB, John M. Young could recite some very thrilling legends, lie went in as a liberal and comes out as u democrat. In this he was scarcely his own architect. He hail been fouirht by certain elements, in his own political household ami, to be candid, was read out of the party. The more intimate friends of the ex. marshal will decline to believe that he ever left the liber-als for other than personal reasons. Ills reign has been an eventful one. He cati now retire to Beck peace. The tirade, upon him begun shortly after his ad. ministration begun and was kept up even after he was dead. Ho has rarely replied, but has observed the old policy of silence. He has not determined on any definite course but, it is said, has been tendered the position of police reporter on a local paper, i'or a time he may be induced to accept the change. The Captaincy. The announcement that would be appointed captain of po-lice has created quite a stir down at police headquarters, and is making the struggle more interesting. It is contended by the friends of Mr. Vandefcook that he has had no feeler out for such a position but that on the contrary he has abjured politics. Mr. Vandercook removed his gauntlets when he was denied the nomina-tion in the liberal convention and it is hardly iirobnble that he will go before the council to seek redress for his wounds. Hugh Glenn, the chief of detectives under Marshal Young has also thrown off the nittena and it is exceedingly doubtful if Charley Lange, having a suit against the city will press his claims. With this situation it leaves the field open to Sargeant Donovan who has, all the while, had the edge on the nomi nation. Mayor Itaskiu himself will not in-terfere. He says he will penult the chief to designate the members of hi own cabinet, and that all he will ask Is the right to elect certain palrolmen. In this the force say he Is eininegtly correct, and nominations will tic looked for with considerable interest. Police Pickings, Marshal Jauney tiled his ollp ial bond Thomas Byrne is held on a charge of robbing the Nevada house. Katie Wells was arrested last night for drunkenness. Katie claims to be a fortune teller and to have fortunes on tap. Deputy United Slates Marshal Bowman Hud Chief Melealf of Ogden were among the visitors at polic e headquarters today. (Itlcer Tom Matthews U mentioned in connection with the sergeantcy, in which a vacancy will occur in the event that Ser-geant Donovan secures the office of cuptaiu. Jeffries vs. Hardy ; default and decree Ol foreclosure. H. K. Sterling vs. K. II. Parsons; an ac-tion to recover tlStld for the alleged unlaw-ful seizure of goods at Thistle. The case li on trial before a jury and Judge Zane. A New Suit. Albert, John and Thomas A. Holt havi brought suit against John W. Young an; others in which they demand judgment for a large amount. In their complaint the plaintiffs allege that in September, 1MH, they obtained a judgment against John W. Young for 4ti.4.0; that this judgment still remains unsatisfied ex.cept for the sum of 11000 paid in November last, and the balance remains a lien upon all of Mr. Young's real estate in this county; that at the time of the rendition of the judgment, Mr. Young was the owner of the lice Hive house and other property : that Mr. Young ow es the Zion's Savings bank a large sum, which is secured by mortgages upon this real property; that the hank has failed to foreclose this mort-gage, thereby clouding the title to the prop-erty, and preventing the plaintiffs from re-ceiving purchasers at any sum on an execu-tion, and this has therefore greatly damaged the plaintiffs, Who aBk that the court aseer-tai- n and decree the several amounts due the several defendants, and that so much of the property as may he necessary be sold to pay this indebtedness, and the real estate re-lieved to this extent of the incumbcrancc, so as to better so as to secure the lien of the plaintiff's judgment. Court Notes. In the case of Robert B. English vs. Chas. Hcggson and W. II. Bvwater, who recently officiated as judges of elec-tion in the fourth precinct, Messrs. Stephens ft Sehroedcr have tiled a demurrer setting up that the facts cited in the com-plaint are not sutllcient to constitute a cause of action. The plaintiff asks damages in the sum of $8000 for having been unlaw fully de-nied the right to vote. Captain Greenmnn yesterday gave judg-ment against James Kehnelly in the sum of $987.09 and in favor of the People's Forward- - ing company. A DAY'S BILL BOAIU). THE SHERIFFS AND OTHER OFFICERS UNITE AGAINST A MEASURE. Kepresentnl ivo Sargent Pins His Political Faith to a Petticoat Coal Mines Must Have the Proper Ventilation Piscatorial Protection. Representative Mofitc has introduced a bill in the house making it lawful for any person above the age of 21 years to sen summons from a justice's court. Tiie qual-lic-officers claim that from the bill every lawyer's clerk becomes his own bailiff. The sheriff says that every litigant be-comes his own sheriff. Tlio l uited States marshal declares tha". every litigant becomes his own United Stajes marshal. The constable declares that every plaintiff will become his own constable; and 6o on through that class who, by virtue of an ex-pensive campaign, by virtue of having faced the fickle fortunes of the arena, have established their right and title to the per. quisite, however small it may be. The Bin r iffs of the territory are united against any bill of the kind, and are determined, if to repeal the law that is now on the assistance, leads to the arrest and conviction of t lie offenders. The devastation of the streams for years pal has it is said, been shameful and a measure of this kind is very likely to cheek it. It will stop the use of dynamite and i. i:er e plosives to ay ilu .east and protect a source of sport and diversion that should he appreciated by every angler. Hcprcsentative Arnctt has eonc to the rescue of the coal miner, and has introduced a bill to provide for the proper ventilation of coal mines by owners and operators in order to protect workmen, and that a suf-ficient amount of ventilation, which shall be forced and circulated to the face of every working place, and all mines where lire dump is known to eicist shall be examined Willi a safety lamp daily by a competent person before others are allowed to enter. Tin ventilation may be produced by any suitable apparatus, but m ease a furnace shall be used for such ourposes it shall be built it shall be built in such a manner as to prevent the communication of fire to any part of the works by lining the upcast with incomhtutlble materials for a sufficient dis-- i tanie from said furnace. The violation of this act shall bo punishable by a lino of $20011 or imprisonment in the penitentiary for aut more than one year, or by both tine ami imprisonment. The enactment of such a measure will at leu-- t have ils inlluence in preventing the re-currence of such tragedies as have for years occurred in the more populous regions, and will supply the miners with a measure of protection to which they are, entitled. L4 statute books. I hey say tnat they will de cline to serve executions on sum mouses served by fledglings of the law office unless each of of them give bond for tho faithful perform-ance of work undertaken by them. Tne house is willing to hear the protest aud can afford to go slow. i Br'er Sargent comes forward in petticoat again and launches a bill to give the suffer-ag- e to womankind. There are localities In which the measure w ill become popular but not where the one mother is the one soe Again it Is reaching back Into antiquin to a law that made itself so antagonistic to a fair verdict at the polls that it was finally repealed. The bill on its face undertakes to limit the franchise to school elections but it will not stop there. "No man objects to the participation of tl"' mothers and wives and daughters In the school election" said a member of the hous this afternoon, "but they must be qualified.'' W hat arc you going to do with" the Her Marks of the territory aud let me tell you there are plenty of them. What do they know about schools or an Amcricansystcni of schools- - "I dod't think Sargent Is sincere. He'- - a joker on many occasions and I think he is joking now. I remember the days of I poll and the petticoat and know to just wh annoyances the system led. I have seen senility that was scarcely aide to stand on its pins haunting tlic poll windows for hour and juvenility Unit bad never seen more than fifteen summers on n farm both voting. Sar-gent ought to remember this, and I am as-tonished that :i man of his iutciligeu e should seek to perpetuate his fame thrm the folds of n petticoat. Wo are not yet prepared for woman's sutTrage in a school election and I believe the American mothers, the American wives, and tho ABWrlenn daughters w ill agree with inc."
