Delegations from the various states and cities of the west are arriving on every train. The California contingent arrived tins morning. This is the lirst solid body of delegates to arrive in the c.ty. Its members at once repaired to tho Knnttford. The members of the party are: Hon. M. M. listen, Col. J. P. Irish and Win. H. "This suggestion was brought to the attention of the Hon. Arthur 1.. Thomas, governor of I'tah, and the Salt Lake chamber of commerce. Both the governor gov-ernor and the members of the chamber most cordially welcomed the idea. As a result ( iovernor Thomas issued, under date of Juno 1'.', a letter to the governors of all slates west of the Missouri Mis-souri river, inviting them to appoint thirty delegates at lartre to attend an Irrigation congress to be held in Salt Lake City, September l.'ith, HHh and lith. He also invited the various commercial, com-mercial, iiyricnltural, scientific and mechanical associations to send delegates. dele-gates. Irish is 0110 of the most conspicuous democrats on the coast. He is editor of the A'tn and lives in Oakland, Cal. Colonel Irish brought several cases of peaches, grapos and plums along and presented them to Manager Holmes ol of the Knulsford. The fruit is simply immense and backs up California's reputation rep-utation in this line. Tho peaches are big balls of boauty and flavor. In some instances, perhaps, the details have not had such time devoted to them as they should have had, but generally they have been well and thoroughly performed. How all is in readiness, and when Colonel Donuellan shall arise to call the water advocates to order the only surprise will be that so much could have been done in the few weeks since tho call was first issued. Piatt Rogers, wife and child of Denver, Den-ver, will remain here for several days. Mr. Rogers is mayor of Denver. He will attend tho Irrigation congress. E. II. Tucker is an ex member of the California legislature. Mr. Tuckor is president of the board of directors of tho Selnia irrigation district. C. C. Batsett of Washington, D. C, is at the Continental. Mr. Basaett is connected with the geological survey, lie will attend the congress. Will S. Green is editor of the Colusa h'ini. Mr. Green was u former member of legislature, lie is authority on matters mat-ters pertaining to irrigation. G. W. Mordecai was a member of the last California legislature. Ho is president presi-dent of the board of directors of the Madera Irrigation district. J. W. Nance is the president of tho California state association of irrigation irriga-tion districts. Mr. Nance is also interested inter-ested in a I ank at Paris Wiliiam II. Mills ie the land agent of the Southern Pacific K liiroad company. Mr. MilU is accompanied by his private secretary, W. F. Mr. Baker is also a competent civil engineer. State Senator F. Chatterton of Wyoming Wy-oming is a delegate to the congress. He is stopping ai the Continental. Angus Md.eod of Lyon county and C. W. Irish of Reno are delegates from Nevada at the Kutitsiord. J. K. McDonald is the highly respected re-spected treasurer of tha state of California. Cali-fornia. S. M. Holt is editor of the Orange Jh'lt, and one of the pioneers of Riverside. River-side. Geo. B. Harden is treasurer of the Central California irrigation district. The mayor of San Francisco has appointed ap-pointed Alexander Badlam and Isaao I Continual! oa l ata Two. and tho city of Salt Lake. The preliminary formalities attended to, the first real business of the congress con-gress will begin in the selection of a temporary chairman and temporary secretary. This, it is believed, may take some time, as in the election of these oflicers will be largely represented the diverse sentiments of the congress. Tho next thing in order will be the appointment of a committee on credentials; and after that committee has reported Utah will wash her hands of all control and permit the congress to conduct its business and map out its own programme of permanent organization organi-zation as is the usual case with such bodies. Chairmen of all delegations, whether appointed by governors, mayors or other authorities, are requested to prepare pre-pare lists of their respective delegations and hand them to the committee ou credentials from their state or territory. It meets because tho conditions of tho country imperatively demand that such an event should occur. oc-cur. An eloquent orator recently said: 'While New England and tno cast have been making boots and baskets, we of the west have been making slates aud empires.' We have now reached a place in the business of empire building where it is necessary to grapple with certain large problems and lay upon broad foundations the civilization, the industrial life and material wealth of a new sectiou, destined to contain a population popu-lation greater than either the old south or old east. The problems concerned in this development are so vast that they can only be successfully undertaken when the peoplo of seventeen utatts and territories have laid down the lines for their future growth, and when the peoplo of the United States have been brought to an agreement with them on certain broad views of public policy. 'The present Irrigation congress was born in the state irrigation convention of Nehrasita, which met iu the city of Lincoln last February. A resolution was there offered by William E. Robinson, Robin-son, calling for an inter state convention. conven-tion. In accordance with the resolution resolu-tion the presiding oiiicer, (iovernor Furnas, appointed the following committee com-mittee to arrange the matter: William E. Smythe. chairman. L. B. Carv and Lewis K. Hicks ot Nebraska, Robert Hay of Kansas, William K. Robinson of Colorado. This committee immediately opened correspondence with the governors gov-ernors of the seventeen states aud territories ter-ritories interested and readily secured the endorsement of the proposition.
