The popukv tion of Utah, less than a quarter of a million, will in all probability bo re-ferred to, and that of Dakota when di-vided and admitted as two states will be mentioned in comparison. It will be remembered that the two Dakota.-- which formed one territory, were kept out of the union of stales for many years through democratic manipulation, solely because they were strongly re-publican in politics, anil they contained more than 400,000 people at the time of their admission, but the territory never had more than six district judges and had no supreme court not com- - posed of district ollicia's. It might be possible that in the allow-ance to Utah of additional judges, con-gress would consent to the. creation of an inferior court for the two larger cities of the territory Salt Lake anil Ogdeu which would afford much relief to two of the district courts in which the largest amount of business is cen-tered. We refer in this connection to the tribunal known as the superior court, existing in the larger cities of Colorado and Iowa. The request of the bar that the pay of our district and supreme judges should be increased to $.3000 per year ought to lie acceeded to by congress, and we earnestly hope that it will he. The du-ties, the responsibilities, the amount of work and the kind thereof that press upon our courts clearly warrant such increase, and it would be niggardly and unjust on the part of congress to deny it. Tin--: Timks entertains the hope that the petition of the bar of this territory for iuer'ase of the number of judges in Utah will receive early attention and fpeedy action by congress. An increase is sorely needed, more especially in the interest of the people of this, the Third judicial district, iu which there is busi- - . uess stniieient to occupy the time of three judges in nearly or qtdto constant application to judicial work, and the work is continually ou the increase. It seem doubtful, however, that con-gress will act favorably upon that por-tion of the petition which a-- ks for a separate supreme court, or one whose membership is not composi-- of district judges, and it occurs to us that it would have been better policy to have merely urged the allowance of two more dis-trict judges, trusting to a period of pome more time in which to bring about, through further application I and effort, tho granting of the higher court now asked for.
