It is assumed in administration circles that Secretary Proctor is certain to succeed Mr. Edmunds Ed-munds in the United States senate, bo sure are some oi the frieuds of the administration ad-ministration that this is the fact, that interest is manifested in the probable successor of General Proctor in lhe war department. The fact that Governor Cheney and Mr. Harrison are friends has given rise to a rumor that the president pres-ident is desirous that Governor Cheney shall take up tiie duties of the war department de-partment wheu General Proctor shall lay them down. It is undoubtedly true that the name, of Governor Cheney was under consideration for some place iu the administration when the cabinet was formed. |
