Show Secretary Noble'a Clark. Secretary Noble, soon after he catne to office, appointed a big secretary Hor-ton Hor-ton Pope, the son of Gen. John Pope, of St. Louis. Mr. Pope is a very efficient and pleasant young fellow and was inclined in-clined to perform hi duties to the bmi of his ability. When the secretary called npon him, however, to deliver gocial invitations in-vitations about the city he resigned and went back to St. Lotus.
