Governor Campbell Camp-bell sent a message to the house, but the speaker refused to recognize hi private secretary. Governor Campoell looks upon tho action of the speaker as a personal insult. The message suggested sug-gested a non-pnrlisan board of employment employ-ment for Cincinnati, to be appointed by the mayor until the election in April.
