WHAT IS BEIKG CONSIDERED. Gymnastics in the Public Schools Odd Fellows' Celebration Annual 6. A. . Encampment, AynvEui', Aug. 8. Spcci:il. The International Congress of Bibliophiles, now in session here, will adjourn to-morrow evening. Since it opened yes-terday morning its proceedings have been watched by the learned men of Europe, many of whom are delegates to tho conference. The date of the open- - ing of the congress was selected so as to agree in time with the 370th anniver-sary of tho birthday of Christopher l'lantln, the famous printer and the founder of the Plantin-Morctu- s museum of modern Antwerp.. Tho work of the congress is being done in three sections, first for the pure bibliophiles, and second for the practical men. Tho first section dis-cusses mostly technical matters, such as the size and binding of books, the arrangement of the contents, tho num-bering of pages, tho illustrations and the type. This section also proposes to settle all questions on a basis of inter-national agreement, nnd to take meas tires to elevate tho art of book binding to its old-tim- rank. Merely tho pre-liminaries were discussed at the first session yesterday, when tho temporary organization was etlected- - The second section today considered the transpor-tation of books, and the book trade proper. The third section at tho afternoon session began the discussion of the quesliou, how may the great libraries of all na-tions bo enabled to secure copies of the vast number of books w hich are being published annually? This problem was suggested by tho German librarians who are put to their wits ends to keep account of tho huge of all sorts of literature in their own country. This section adopted a reso-lution recommending tho government of every civilized couutry to appoint a commission to secure for its libraries copies of all foreign works of value. CUATEMALA FILIBUSTERS- - Capt. l'helan Still Think OO0 Men Could Couiuer the Country. Kansas Citv. Aug. 8. Some days ago tho associated press sent out a dis-patch from this city stating that ('apt. Thomas l'helan was in correspondence1 with au agent of the government of Guatemala for tho purpose, of raising men to go to that country to aid in the war with San Salvador. The dispatch stateil that tho captain wanted J:!0.tXMI placed to his credit in a New York bank and he would raise 30(H) men. With considerable difficulty an inter-view was obtained with the captain, and while he pefaeed his remarks with tho statement that there was nothing to toll yet in tho matter, ho said there w as something on foot. In the com crea-tion ho stated that ho was not at the head of tho movement, but that a major of the Ninth Massachusetts was the leader. He said that the statement that he wanted 10.000 placed in a New York bank was wholly untrue, ns Unit would not begin to pay the expenses of securing that .lumber of men, let alone equipping them. (.'apt. l'helan is enthusiastic in the matter, and says that with :!000 well armed Americans a man could go to (iiiatemala and conquer the whole country and proclaim himself dictator. Ho thinks the Indians who do tin! lighting in that country would not be ablo to stand before the Ameri-cans in a single battle, and thai the struggle would be almost bloodless as far as tho whites wero concerned. Ho refused to show upon what grouuds ho was proceeding, and said that his ne-gotiations were with an agent from (iiiatemala, and were not yet com-pleted. Ho said he would have no trouble in raising 5000 uieu in a week if his plans went through. The captain and major am both w men and have records for brav-ery in three wars. Captain, l'helan has an almost world-wid- e reputation as a swordsman, and his adventures in New York somo years ago when ho was stabbed by Short, gave him a national reputation. Ho showed letters from people of all ranks in life w ho were de-sirous of enlisting their forljlines in the Gautcmalnn project and hropnsed to give delinite information of the plans m the course of a few days. : mGBATESL yters Drawn Beneath the Water Undertow of a Passi-ng Steamer. Senator Stanford1, Friend ton Afraid Hunting- Will Oppose His Sax Fbascisto. Aug. 8. Everv one at the Southern racilic company's head-quarters is hoping President Hunting, ton will not return here next mouth, as ho promised when ho went back to New York, because if he comes ho is suro to antagonize Stanford and raise a row in the republican camp. Kfforls have, therefore, been made to induce him to remain cast until after the election of a United States senator, hut it is feared without success. Said a prominent rail-road man who wants peace: "If Huntington comes here next month he may or may not talk to newspapers. If ho does, whatever he may say will bo against Stanford, for he has not yet publicly given expression to half the mean remarks ho makes to intimate friends against Stanford. The minute ho does say anything there will be trouble in the railroad camp. Hunt-ington's appearance here before elec-tion will be regarded by the public as the commencement of an active light against Stanford's to the scuatc. even if ho has no intention of thwarting Stanford's ambition." Huntington's hatred of Stanford has been iutensitied since one of Stanford's newspaper organs here made a savage onslaught upon him, and it is under-stood ho swore a mighty oath that his old partner should never return to the senate. Certainly a number of Stan-ford's enemies aro eagerly awaiting Huntington's return, as' they count on lus opening a barrel and making things very lively in tho coming campaign. , JILTED HER AGED LOVER.
