of administration not orny only along the line of its subordinates and separate service but Is in that larger grasp of its history its daily work and its healthful progress w N aich Is found alone with those who direct and control its chief bureaus I 1 concur in fit the judgment of one of my recent predecessors that at least three of the assistant postbag ter generals should hold their ofT lecis by a civil sort ice or merit tenure and not lot by political tenure I 1 refrain from offering ott ering it like suggestion as to the alie fourth postmaster general because fourth class artless whose appointment Is primarily allotted to him are yet outside of that tenure the question of extending civil ser see ice methods to the selection of fourth clars postmasters has naturally received my attention since I 1 have been ot at the head of this department but I 1 I 1 do not find myself able to make its as yet any cillo recommendations on this important subject in the line of 0 the any other post such consolidation shall carry into the classified service at the free delivery office the post postoffice office roster of employees of the office consol consolidated td abed including the tvr may be accepted as the beginning and foundation of a better postal service for the public a better and more businesslike business like accounting to this depart department merit and also P a wise extension of the civil service ice system to postmasters it Is my purpose to proceed under tinder the authority tit of this order as discreetly as I 1 can and in the long run its as tar far its as experience ill justify on nn as ail to secure commendable results |
