Tho Tribune's New Orleans special Bays: The controversy is practically nettled, but may tuke two or three dnya moro to arrange all the details and bring the plan into full operation. The basis of the scheme of reorganization is tho legislature, to which shall bo admitted all members with prima facie claims to seats, according to tho parish returns, throwing aside tho action of the returning re-turning board as unconstitutional. The legislature thus Testified is to meet in Odd Fellows hall, and go on with business as a continuation of tho Nicholls legislaturo. The question as to who is the legal governor will be open, buUas the legislature will have a majority, this is of no practical importance. im-portance. Nicholls will be recognized at once. The only open point between be-tween the commission and the conservatives con-servatives is as to the status of ten conservative members seated on contests, of which two wero expelled for returuine to Packard's house. Tho conservatives say to night that the deserters will be received again. Tho commission claim as to contested seats that the rule of a prima facie title should be strictly applied, and the ten republicans admitted. Pending Pend-ing the contest the conaervativesdesire that both seta of claimants Bluatld stand aside to await a decision by tho com mil tec. They aro strenuous on this point. However, tho ten conservative con-servative members affected have1 agreed to vacate their seals and lake the position of contestants. The Nicholls legislature will, to-morrow, pass a resolution giving effect to the prograramo of settlement, and will also pass a resolution covering the following points : Confidence and supDort of the president; guarantee to accept tho thirteenth, fourteenth and fifteenth amendments to the constitution; consti-tution; tho fullest protection to the colored people in all thir rights and privileges of persona and property; equal educatioual advantages; amnesty am-nesty for past political offenses, ao that peace and order may prevail, and a union of all in restoring tho material ma-terial prosperity of the state. Tbia project for settlement is so completely a triumph for the Nichols parly that it scarcely breaks the fall ol Packard. It is not expected that he will accept it with good grace, if at all; but tho commission is assured that as soon as it is promulgated a break will occur in the Packard legislature legis-lature bo large as to leave him no shadow of hope to maintain himself. The commission will recommend the withdrawal of the troops from the state house, and tho last vestige of the Packard government will disappear disap-pear without violence or excitement. The consolidated legislature will eioct a conservative senator and instruct him to support the policy of the ad-minislraiion, ad-minislraiion, unless the republicans fuse with the last ditchora to elect a Bourbon democrat. |
