Tho president has addressed the following circular letter to all prominent federal officers throughout the country: asbiugton July 23. Sir: I desire to call your attention to tho following paragraph iu a letter addressed by me to the secretary of the treasury on the conduct to be observed by officers of the general government in relation to elections. No officer should be required re-quired or permitted to take part in tbe management of political organizations, organiza-tions, caucuses, conventions or election elec-tion campaigns. Their rights to vote or to express their views on public questions, either orally or through tbe press is net denied, provided pro-vided it does not interfere with tbe discharge of their official duties. No assessment for political purposes on officers or subordinate! should l,e allowed, and this rule is applicable te every department of the civil service. It should be understood by every officer of the general government, that he ia expected te conform his conduct to its requirements. Very respecfully, R. B, Haves. |
