Show Senator Jones' New Scheme. New York, 8. The Post's Washington Wash-ington epecial says: Senator Jonas of Nevada has drawn up an amendment to the (ederal constitution, which he intends to submit to the senate at the extra session. It provides that paper money only shall be used as legal tonder in the United States and that the issues of such moneys shall be at the rate of $20 per capita of the population popu-lation of the country, to be ascertained annuany uy int) ueiisua. xuv nuu believes that such an amendment will be popular and can be carried through the legislatures of most of the western and southern states. He does not hefaitate lo say ho wants gold and silver made a commodity and not a standard of value. The report of the silver commiasion, which Jones is drawing up, is nearly completed, but will not be made public until a short lime before the political campaign opons iu Ohio and Pennsylvania.
