Morrill, from the committee on fiuance, submitted a motion that the house of representatives representa-tives be requested to return the bill to authorize the issue of certificates ol depoBit in aid of the refunding of the public debt, passed a few days ago. In explanation of the motion, he said i he object in having the bill returned was to amend it so that the proceeds may be applied to something besides 5-20 bonds. These bonds were ao i . rapidly being refunded that eoon there would be none of them. It was thought by the commitleo of the 'j house ol representatives that it would be best to amend the bill ao as to have it apply to other bonds, and the house could not amend it, the bill having already passed that body. The motion mo-tion was agreed to. The credentials of C. B. Vance, senator from North Carolina, were placed on tiio. Voorbees introduced a bill to amend the pension laws and puniah claim agents fur a violation thereof. Keferred.
