On motion of Sherman, the substitute reported from the committee of finance for the Buckingham banking bill was takrn up, and the tMrd section of the substitute was am ndel so as to make it mandatory upon bansing associations, on and afier Janu.iy, '74, to redeem their notes at fuch localities as are now or may be hereaiter designated by law, either in coin or U.
