The following follow-ing is a synopsis of the education bill as it passed the house yesterday : Sootion 1, provides that the net proceeds pro-ceeds of the public lands sold be set aside for the education of the people. There is nothing in the act to limit the power of congress over tho public latids with respect to granting county lands, nor with the homestead act. Section 2, provides that the secretary secre-tary of tho interior shall certify to the secretary of the treasury each year the net cash proceeds from sales of the public lauds. I Section 3, provides the manner in which the fuuds aro to be invested. Section 4, provides for the apportionment appor-tionment of the fund to the various States and Territories; for the first ten years tho distribution to be made according ac-cording to the rate of illiteracy, irrespective irres-pective of population. Section 5, provides when and under what circumstances tbo first disiriKn. tion shall be made. Section ('., provides lhat a certain portion of the fund received bo expended expend-ed at the discretion of the legislatures, for the instruction of teachers for the common schools. Section 7, states the conditions under un-der which each State and Territory be entitled to receive its share in every apportionment after the first. Section S, provides that the commissioners com-missioners of education shall decide what States or Territories axe entitled to receive an apportionment, and whatever amount shall be found as belonging be-longing to any State or Territory under un-der tins a.-t, shall be withheld for the reason that the laws thereof provide lor separate schools for white and black children, or refuse to organize a system of mixed schools. Section 0, provides for the distribution distribu-tion of the fund by the superintendents superintend-ents of public instruction in each State and Territory and district, and amounts so apportioned shall be applied ap-plied solely to the payment of teachers' teach-ers' wages. Section lu, provides the manner in which the aptHiuionments shall be drawn from the L. S. treasury. Section II, provides penalties for anv misapplication or embezzlement of the funds. fcec:pn 12, provides that the circuit courts of the United States shall hive exclusive jurisdiction of ail offenses a-:a:n;f the provisions of this act. S-;cfion 1;. provides that nothing ccntaintd in this act shall be construed so as to effect in any manner existing laws and regulations in rcgaid to the adjustment and payment to States upon their admission into the Union, five per centum of the net proceeds from sales of the public lands within their respective limits. |
