In the Commons today, to-day, ernon Harcourt violently attacked at-tacked the government for using the royal prerogative on the army purchase question. Gladstone, owing to the amount of unfinished business before the House, declined to enter on a controversy on the subject. Faw-cett Faw-cett denounced the employment of the royal warrant. A dispatch from Strasbourg states that disturbances have occurred there between the Prussian Prus-sian troops aud the inhabitants. There is much animosity towards the troops, and many attacks have been made on them without the opportunity for retaliation. re-taliation. A number of Prussian troops became involved in a quarrel with the inhabitants, and a fight ensued, during which numbers of both parties were killed and wounded. It is stated on authority that serious disagreements have arisen between the French and German governments with reference to the Frankfort peace negotiation. The present difficulties are likely to lead to lurther complica-tions,which complica-tions,which may result in a suspension of the treaty of peace negotiated between be-tween the governments at Fradkfort.
