The executive commit-: commit-: tee -shall enact by-laws, call fpecial meetings', secure lecturers, and arrange the meeting of each cession, submit estimates of taxes, and attend to the business, of Ihe management of the institute. The regular annual meeting of tbe institute shall ha held on the '.'A Monday Mon-day of September, at I'rovo city, and special meetings at such other times and places as tho executive committee may direct. At any meeting ten members mem-bers with a mnjority of tho oflieers slnil constitute a quorum. After Ihe passage of Ibis constitution, constitu-tion, tho institute was organized by the cUciion of the fbllowinc officers : Rresideut, Warren N. Duseuberry; vice president, T. J. Lewis; corresponding corres-ponding secretary, C. J). Kvans; recording secretary, W. il.Jhiscnbcrry; assistant secretary, J. j'j. Booth; treasurer, S. S. Jones. The institute was then instructed by prolesior C. I. Kvans on his method i of teaching English grammar. Hon. J. B. Miluer delivered an address on the mission of the teacher, followed by professor A. C. Guntcr, of San Francisco, Fran-cisco, on tho chemistry of common things, accompanied by experiments. Prof. T. B. Lewis instructed the Institute Insti-tute on his method of teaching arithmetic, arith-metic, followed by an entertaining address ad-dress on the science of school government govern-ment by president Duscuburv. A res olution was ( adopted iu reference to the supply of school readers at tho reduced re-duced rates to schools not already supplied. sup-plied. The National spellers and La-yies' La-yies' mathematics were adopted. A preamble and resolutions, presented by the president, were unanimously adopted, setting forth that whereas all wholesome governments and good laws arc established and perpetuated by the diffusion of knowledge, and the property of the State also protected and augmented thereby, therefore a portion of the taxes upon properly should be applied to tho education of the children rather than in supporting the man as a criminal; and, Whereas, the future liberties of our country can only be protected by moral, religious and s.eoub.rcnIigh(menf; therefore there-fore be it resolved, 1st. That wo call tho attention of our Territorial legislators to tho propriety pro-priety of passing at their next Bcssion a general frco school law, authorizing and requiring tbe necessary tax lo furnish fur-nish every child in tho Territory access to the schools without individual cost. 2nd. That tho tiuio is now when a united effort should be made to elevate the standard of public schools in Utah county, and to this end wo pledge ourselves to use all legitimate means in our power. 3rd. That wc hereby earnestly solicit the honorablo R, L. Caiipbcll, Terri-ritorial Terri-ritorial gupcrin ten dent of common icbools, to call a convention for the purpose of organizing a Territorial association as-sociation of school teachers. 4 th. That tho situation of tho teacher should be mado desirable by adequate compensation, thereby enabling him to efficiently dischargo his duties and to havo reasonable leisure for proper self-culture. 5th. That no teacher is worthy tho professional confidence of his fellow teachers, or worthy a certificate who ' will not identify himself with county institutes, Gtb. That iu connection with our I standard of qualification we request the county board of examiners to consider the attendance or non-attendance of teachers at our counly institute as a pre-requisitc to receiving a cehilicate. Till. That wo request tbo county board to require ail persons who shall receive a certificate after this date to sign an agreement to attend said institute and that trustees require ; such certificate from applicants. ! Sth. That wo request that the teacher shall not looso the time ho may devote o county institutes. A vote of thanks was tendered to Lion. A. 0. Smoot, for his untiring efforts in promoting the causo and elevating ele-vating the standard of the educational interests of Utah county; to Bishop M. Tanner, of Provo, VVm, Bring-hurst, Bring-hurst, of Spriogville, and Jos. S. Tanner, Tan-ner, of Payson, for their attendance and assistance during tho institute, also to tho citizens of Provo, who furnished entertainment to visitors. The institute adjourned to its next regular session, subject to a call by the executive committee. A grand ball in tho evening, given by the members of tbo institute, was the closing Ecene, where the citizens, U. S. court officials and other gentlemen gentle-men in attendaneo at court met on friendly terms and tripped the light fantastic toe till a laic hour.
