In the Senate on Thursday, Schurz quoted from the report on the investigation investi-gation of the retrenchment committee on the N'ew York custom-house affairs, to show the looseness of the system of political appointments. Referring to the appointments of the President's friends and acquaintances to office, he mentioned the case of a western applicant, appli-cant, who failing in securing a local and unimportant office was recommended recom-mended by the delegation from his State for pension ageut ; and after failing in that he undertook his own case, and being a man who "must be provided for" ho was appointed by the President minister resident in a South American republic. That office not being high enough, the gentleman succeeded iu having himself nominated as minister plenipotentiary, but was defeated in the Senate. lie was then made Governor of a Territory, and all this within seven days. |
