Show COMING TOGETHER Spain and America Said to Have an Understanding Understanding New York April 14A special to the World from Madrid says Political i and diplomatic circles in Madrid are I animatedly discussing the prospects of future Spanish rule in Cuba in consequence I con-sequence it is said of an active exchange ex-change of confidential and unofficial I communications between the United States and the Spanish governments since McKinley and Sherman took office I of-fice I seems Spanish diplomacy has I j Intimated at Washington that Spain i cannot entertain any suggestion of I American mediation to obtain the SUbmIssion Amercan mediaton mission of the Cuban insurgents and I that Spain asks only that the American I executive continue to check and punish j filibustering expeditions and separatist I juntas and propaganda whenever the I Spanish legation and consuls produce sufficient evidence as was done recently recent-ly in the case of the New York separatist separ-atist juntas correspondence with instructions in-structions to Cuban insurgents Spanish Span-ish diplomacy was authorized to give unofficial confidential assurances that if the American government did that I much Spain considered herself quite equal to the task of shortly reducing j the rebellion to such a pass that the Madrid government will be justified in the eyes of public opinion in Spain and I the colonies to carry out West Indian home rule in a very liberal spirit and in its wake extensive tariff reforms I that would make very easy afterwards a treaty of commerce between the j I United States and Cuba and POrto Rico I In the same way the American state department a given to understand that Spain will in the future deal more leniently with the separatists and that when home rule is put in force a general amnesty will be granted to include in-clude all rebels submitting within a certain period and all poltical convicts prisoners and suspects exiled or transported trans-ported to Spanish fortresses and penal settlements without trial |
