Show CLEVELANDS COMING COMINGMESSA MESSA GE S Currency Question Will Be Thoroughly Thor-oughly Discussed by Him GOYERlXT SHOULD GO OUT OF THE BAXKIXG BUSINESS An Effort Will Be Made to Pass the Binprley Tariff Bill at the Coming Session but There Is Great Difference Differ-ence of Opinion Among Republican Republic-an jis to the Wisdom of Such a Policj Vletvs of Ditlzell Who Is an Extreme Protectionist I NEW YORK Nov 10A Herald special from Washington says I President Cleveland is considering the financial portions of his annual message I mes-sage to congress He has been in consultation con-sultation with Secretary Carlisle and I PostmasterGeneral Wilson regarding the prospective revenues and expense j of the government a well a the reforms re-forms that are necessary to the present II monetary system and his annual message mes-sage to congress will discuss these matters I mat-ters in detail I The president will as heretofore recommend rec-ommend the retirement of the legal j I tender notes of the government so as i I to take the government out of the banks j bank-s business and make it impossible I for speculators to drain the treasury of gold by means of an endless chain of greenback and Shernuin notes ieb must be reissued as fast as they are redeemed In order to avoid any contraction of the currency it is part of the administrations plan to have this redemption of legal tenders accompanied accom-panied by amendments to the banking laws so as to enable the banks to issue a larger volume of currency which they will be compelled to redeem in gold on demand Whether the president presi-dent will make any recommendations regarding increased revenues is uncertain uncer-tain but he will thoroughly discuss the revenue situation and will doubtless take occasion to point out that the principal reason for the failure of the present tariff law to produce sufficient revenue if that I has been in operation I of business depression during a period great pression when the country was under the constant threat of a depreciated currency Although an effort is to be made tops pass the Dingley tariff bill through the senaterat the coming session there is great difference of opinion among Republicans Re-publicans a to the wisdom of this policy pol-icy Representative Dalzell of Pennsylvania Pennsyl-vania of the Republican members of i the committee on ways and means in the ham fe of representatives who was I in Washington yesterday said he doubted whether the Dingley bill could be pushed through the senate Mr Dalzell who is an extreme protectionist protection-ist favors having the ways and means committee of the house take up the the session tariff question at approaching se sion and g into it with the object of j preparing a general bill which can be practically completed by the time the i new congress meets either in regular or special Session He is strongly in favor of incorporating incorporat-ing the reciprocity feature of the McKinley Mc-Kinley bill in the measure but there will be considerable opposition to this from conservative Republicans for the reciprocity reason that the tendency of the procity provision was to decrease the revenues and the tariff law enacted by the next congress must be above all else a revenueproducing measure |
