introduced bj Mr Chambers relating to Injuries to railroads The bill as reported from tho committee made it a felony to wreik or injure a railroad by throwing a switch burning a bridge or doing any thing that could produce a wreck a violation of the law being punishable with death or imprisonment for life in the discretion of the court As passed the death penalty and life imprison meat clauses were stricken out and the minimum penalty fixed at five years Imprisonment It being the opinion if several senators that if t > ir wrecked and people killed the perpetra toe could be tried for murder Senate bill No 40 by Mrs Cannon occupied the time of the senate m the afternoon but its consideration was not concluded The feature of the discussion discus-sion on the bill was the section provid ing for the vaccination of all pupils of every school It was objected to by Senator Evans on the ground that vaccination vac-cination was not necessary and by several sev-eral senators on the ground that it would put a heavy burden on the parents par-ents of poor children Dr Beattj sw retaiy of the state board of health urged the necessity of vaccination and the section was finally allowed to remain I re-main with the addition that children of poor and indigent parents should be vaccinated at the expense of the state and that in no case should the charge be more than 10 cents The bill was made the special order for today after the meeting of the Joint assembly When the senate convened in the morning a communication was reel from the house announcing that house bill No 142 had been passed The blt repeals section 1499 of the present mm ing law requiring 50 work to be don within ninety days after filing a location loca-tion notice The rules were suspended and the bill was passed unanimously ADDITIONAL MEASURES Upon reassembling Senator Rideout Offered senate Joint resolution No 4 memorializing congress and asking for ho passage of the eighthour law and requesting Senators Cannon and Rawlins to urge and vote for it The resolution was passed under suspension of the rules Senate bill No 67 was introduced bj Evans and referred to the committee on fees and salaries It provides for Increasing In-creasing the yearly salaries of county surveyors in the smaller counties from 100 to 200 Senate bill No 6S by Nebeker was introduced It provides that dentists examined bj the state board of dental examiners must nai a fee of 23 instead in-stead of 55 as heretofore Senate bill No 69 bj Tanner providing pro-viding for allowing extra compensation to county surveyors for extra work Mr Peerj introduced senate resolution resolu-tion No 3 requesting a report from the silk commission of all receipts and ex penditures from June 24 1S97 to Dec 31 1S9S Laid over until today The senate then passed senate hil No 27 as stated and devoted a good deal of time to the considerat5 of the health bill MEMORIAL TO CONGRESS A motion was then made to adjourn but withdrawn in order to allow the introduction in-troduction of senate joint memorial No S by Bennion The memorial is to the congress of the United States requ sing s-ing a change in the law granting t tab the same rights in the Union as the original states The memorial sets forth that by that act sections 2 16 32 ami 36 are set aside in each township for the use of the public schools and giving giv-ing the state where those sections have been disposed of not less than 160 acres In lieu contiguous as may be to the alienated lands The memorial also sets forth that much of this land set aside for the schools was taken up before the Utah enabling act passed congress and that under the terms of the law the state Is virtually restricted to the selection of and and mountainous mountain-ous lands The request Is made that the law be amended so the state may select the land granted in lieu of the original sections in any quantity and without regard to continuity of alienated alien-ated sections The senate then adjourned
