colleagues col-leagues in the legislature are not willing will-ing after an Incident of yesterday that he should be permitted to pride himself him-self in possessing that rare jewel consistency con-sistency During the morning session of the ho Ise of representatives Mr Harris from the Ka successful in recalling printers an important though lengthy hnu e bill on the plea that the measure tujld < not be printed in time to receive consideration In either house and be passed before the last day He also objected to the cost of the probably unless printed bill Evidently the gentleman from Harris offered the folio fol-io 15 es > lution I jtolved That the special investi BcUirn lottimttee heretofore appointed b Uis assembly furnish each member with a full printed report of the proceeds pro-ceeds of sucn committee and of the titiniony taken therein as fast as the SLhe can be totained from the printers print-ers and at the close of such proceed 1rs to hae 200 copies thereof printed for ihp use of the members of the joint afcmbly aid state officers 1 would like to have explained a ked Senatui moot the object of this solution Is there any necessity for it I would like to know whether it i5 r proposition for delay or whether t IL iv sar reason for it that I can I no now understand Keplying Representative Harris said 1 vould siy that I think the resolution resolu-tion is clear in itself As to its being an attempt tn delay I can see no way in lUnch the proceedings can be tie lajed by such a measure I only desired de-sired that v e might have the testimony in a reliato form All we have now are the nespaper reports which are meagre and contradictors The objec I of this resiiutioi is that we may not have to rely on mere newspaper reports re-ports and as it will probably be several I sev-eral das yec before the committee = ets ready its report I think the printers saotic go to work at it Immediately and got it out as fast as possible It in esentativ e Shepard remarked The rosohtioj might be all right if this assembly was going to be in session > ses-sion all the year hill but it will be impossible for the person reporting the committees proceedings to transcribe his record and have it printed in any form before this session adjourns I for one am ready to take the committees commit-tees repot when it comes Agra n Kepiesentativs Harris took the L floor He said I I agree with the gentleman from I Salt Lake ivho in answer to Representative ea ia es I sentative Smith says h does not call t the Ogden Standard a newspaper but I did not anticipate any opposition to this measure which I proposed Of coursev if we wait until the committee reports it will be impossible to get out the printed copies without long delay Now as to the statement from the gentleman gen-tleman from Salt Lake that the stenographer i stenog-rapher cannot transcribe it and get it ready in time the stenographer tran c ribps tils notes from day to day I am Informed and typewritten copies are furnished to the committee But itt it-t that is > not the case it ought to be the case Should this house decide Later onto 6 < on-to call for this evidence which they f undoubtedly wi it will he necessary then for grea delay And as for the gentleman being willing to tike the report i re-port of the committee whatever it may 1 be I suggest that each member must take the responsibility of voting upon I that report I desire to take my respon Bibiity and to vote according to theo the-o light I can get and I wafit every particle I par-ticle of light possible to dbtain thrown f upon this subject that the world might r know the < result I do not believe in keeping everything covered up and I I 1 am surprised that any gentleman should oppose a motion of this kind tp furnish the people of this assembly with printed copies Shepard Have you not stated that you would rather have no senator at all than have A W McCune elected HarrIsI dont remember that I ever said that but if I did I expressed my sentiments Shepard Mr Harris is it your Intention Inten-tion that we shall elect a senator this session HarrIsYes sir that has been my Intention In-tention ever since the beginning Representative ONeil then moved that the resolution ba laid upon the t < > hO I object Mr President Representative Represen-tative Harris said to members accusing accus-ing me after the statement which I have made on the floor of this house of my improper motive I will state that no person is responsible for this resolution but myself either in this assembly as-sembly or out of it I introduced this resolution that we might have this question understood by the time the committee makes its report I ask for the roll call Senator Whitney In explaining his vote said I shall vote no on this proposition because as a member of that committee I earnestly desire that the proceedings of the committee in full may come before this joint assembly assem-bly in some manner I am perfectly I willing they should I do not understand under-stand the gentlemans expression that he was not in favor of anything being covered up If he meant that the committee com-mittee is trying to cover anything up ho is very much mistaken But he may not have applied it in that way I wish to inform him however that a transcript of the proceedings is gotten out every day and the report in the daily newspapers Is the official transcript tran-script of the previous days proceedings by the stenographer who is sworn and officially employed Of course we cannot can-not help the papers commenting but the testimony itself is the stenographers stenograph-ers testimony furnished in full and correctly But I shall vote no on this question because asa member of the committee I cannot afford to have it understood that we are trying to cover up anything We shall base our report on the evidence before us Senator Wright said he should vote ayeHarrisI would like to know if there may be such a thing as two reports from a committee of that size Senator Wright Yes sir but I believe be-lieve that in tlie majority there is wisdom wis-dom and in the majority report I should coincide Representative Bennion desire to state that I am not opposed to a thorough thor-ough Investigation of this matter I do not know that these other members are doing but I am wading through the matter in the newspapers every day I believe most of the members are going through it too as I am It will entail great cost upon the state to have it reprinted and then he will not have the time to look through it PRESS REPORTS COMPLETE Representative Cummings shall vote no on this preposition for reasons rea-sons that have been explained already and I would add to what has already been said that it is distinctly understood under-stood between the committee and the various newspap that the papers should give a full unbiased report I Representative C Z HarrisAs I view this it is Immaterial to me how the report comes which man it comes in faor of yet I have implicit confidence I confi-dence in the committee and I feel that hey are better able to judge being there and hearing the words from the lips of the witnesses and seeing the expressions on the faces of the witnesses witnes-ses I believe their judgment would be better than mine and I cannot see why this resolution is necessary I am willing will-Ing to take the report of this committee commit-tee composed of the most able men we have in the assembly LapishI agree with Representative Bennion that to wade through that report re-port again would take a very long time I and I believe the newspapers are printIng print-Ing it as it is given minus the comments com-ments I believe it would cause some I delay to have this printed Representative Mansfield considered the resolution a reflection on the personnel per-sonnel of the committee CONFIDENCE IN COMMITTEE Representative OXeil said he would vote aye because he thought the expense ex-pense entailed would be useless Representative Richards was opposed to the resolutions on the general grounds stated by other members Representative Robinson voted aye because he was in favor of standing by the men appointed I Representative Sorenson said he I would vots no because he wanted the assembly to be furnished with all the evidence After Representative Sorenson had spoken President Xebeker announced that hereafter on roll call no explanation explana-tion of votes or long speeches would be permitted unless by unanimous consent of the assembly MR HARRIS DISCLAIMS Speaking to a question of personal I privilege Representative Harris said I am sorry that any member of this I committee should think that this was I intended as a measure to delay because it was not and if any remarks I have made would leave that impr ssion I would certainly ask to withd it and II when I spoke oC my desire not to cover anything up I did not refer at all to the committee I have the utmost confidence con-fidence in the members of that committee commit-tee I think they are the best men in this joint assembly It was only for the purpose of having this matter thrown open to this joint assembly and the world that I made the motion The OXeil motion to lay Harris resolution res-olution on the table was lost by a vote of 21 noes to 28 ayes The detail of the vote was as follows SUBSTITUTE ADOPTED Senator Evans speech evidently had its effect for Representative Callister offered a substitute requiring the printing print-ing of only < < the investigating committees commit-tees findings The substitute for Mr Harris resolution reso-lution was then put to a vote and adopted by an almost unanimous viva voce vote This matter disposed of the assembly took the one hundred and twenty eighth joint ballot for senator The only change in the result from Friday was a decrease of two votes for Kinsr due to the absence of Renresentative Stewart and the aligning of Representative Represent-ative Wheeler with the comalimentary support to Senator Rideout The joint assembly then dissolved till Monday noon IIa r |
