Show I CHILIAN SOLDIERS Deserters from Balmaceda Run Riot at Coronel THE AMERICANS IN DISFAVOR The Itata Affair the First CauseAdmiral Brown the Second and Minister Esau the Third Balmaceda Reported Killed NEW YORK Sept 1The Herald this morning publishes this dispatch VALPARAISO Chili Sept Exciting news was brought today from the south by the straits steamer which came up from Tnlcahuano Two regiments of government govern-ment troops taken to that point recently from Coquimbo by the transport Imperial revolted when they heard of the defeat of the Balmacedists at Picilla last Friday They shot to death all their officers and disbanded Nearly four thousand thous-and coal miners joined them and together they have practically taken possession of the town of Coronal on the coast about twentyfive miles south of Con cepcion All sorts of excesses have been committed by them Houses and stores have been sacked and burned The slightest I protest against their actions is met by rifle shots Women have been abused and some outrages committed also in Concep cion and Talcahuano but the force at the disposal of the authorities there has been sufficient to save them from the fate which has overtaken 6000 people of Coronel As soon as the news was received here this morning tho German warship Sophie and the British gunboat Daphne were ordered to go at once to Coronal and protect the interests in-terests of foreign rasidantH there The government officials hero have also taken steps to beat the mob into submission Seflor Montt General Canto and others of the Congressional chiefs arrived in Santiago this morning They were received re-ceived with the greatest enthusiasm by the people of the capital General Baquedano acting president received them officially Other members of the junta are expected to arrive from Iquiqui tomorrow I There is no disguising the fact there is a bitter feeling against Americans on the 1 part of the successful revolutionists This feeling so strong that unless it is placated in someway it may seriously affect American can commercial interests in Chi for sometime some-time The capture of the Itata first created the impression that the United States government gov-ernment was actively unfavorable to the revolutionary cause This impression was intensified by the action of Admiral Brown when he visited Quintero bay on August 20 to witness the landing of General Cantos army The admiral desired to see tho manoeuvers and invited some other naval officers in Valparaiso to come to his flagship flag-ship the San Francisco and go to Quin tero bay Only German officers accepted The San Francisco did not anchor at Quin tero bay but steamed around until a land inn Tfns flfF > ntfifl nnrt Ilion Vionrlorl fnr Vnl paraiso A boat was sent from the transport trans-port Copiapo to visit the American cruiser but did not succeed in getting aboard Upon heJ arrival of the San Francisco hero Lieutenant Dyer visited Intondant Veil to secure permission per-mission to send a cable dispatch to the navy department This visit has been construed I by the adherents of the junta as proof positive posi-tive that Admiral Brown was acting as a government spy upon the movements of the opposition and no amount of explanation explana-tion has been sufficient to remove served to strengthen the feeling against the United States Not the least important is the very general belief that Minister Egan has been an active partisan of Balmaceda and used his influence in preventing the state department from recognizing the bel ligoreut rights of the insurgents Acting I Secretary of State Whartons action in ignoring the Congressional envoys even now when it is a recognized fact that they represent the only government of the country coun-try has increased the feeling against citi zens of the United States Admiral Browns action in refusing to I give up political refugees who have found an asylum aboard his ships has also added to the general irritation I is the general belief that Admiral Brown is acting under instructions or by advice of Egan Tho minister is expected to arrive here tomorrow tomor-row for the purpose of consulting with the admiral as to the final disposition of the refugees now on the American ships The feeling against Egan is very violent and there is little question his recall will soon be demanded The German admiral settled the question as to the disposition of the refugees as far as he was concerned by sending the corvette Alexandrine north today to-day presumably to Callao with Seflor Claudio Vicuna tho recent presidentelect Admiral Oscar Vie exintendante of Valparaiso Captair Fuentes recently in command of the torpedo boat Almiranto I Lynch Seflor Sanchez late superintendent superinten-dent of the custom house and others are aboard Mr McCrcary United States consul at Valparaiso is in high favor He rendered valuable services to persecuted women and political refugees whose lives were in danger The records at Santiago confirm the statement that on August IS President Balmaceda ordered fortytwo young men shot to death They were charged with having engaged in a plot to blow up railroad bridges and thus prevent pre-vent the movement of government troops Many of them were mere boys of fromsix teen to eighteen years of age I is charged and from the records appears to be true that only a small portion of the cruelties perpetrated by the late government have been published pub-lished The Congressionalists are giving i giv-ing trials to all against whom offenses aro charged and executions up to thin time have been remarkably fewer Much pity is felt for the families of Balma cedist officials who fled the country many of them are left oehind friendless and penniless pen-niless The torpedo boat Almirante Lynch and the cruiser Esmeralda returned today from an unsuccessful search for the Almi ranto Concieli and the transport Imperial Nothing has been hearc from these vessels since they left Coquimbo Order is res I tared in Santiago and Valparaiso |
