Show Consular Seals on Cars WASHIIGTON July BTho secretary of he treasury with the approval of the President has issued a circular amending the existing regulations in regard to importations S impor-tations under consular seal so as to require officers of the United Stages authorized to act in the premises in foreign contiguous territory to make a careful comparison of the contents of cars with a manifest and to close and seal the openings of tIle carson cars-on their arrival at any frontier port Cars S thus secured with consular seals entry in triplicate will be required of such cars showing the marks number of packages contents quantity value consignor and consignee Such entry may be made by the agent of the railway company and needS need-S not be verified by oath The basis of entry will be the manifest accompanying the car and it will not be necessary to unload the merchandise unless the manifest is regarded re-garded by the collectors as too indefinite for the purpose of makinc entry or he has other valid reasons for inspection of the contents of the car Assistant Secretary Spauldings object in making the amendment is solely for protection pro-tection Revenue collectors are enjoined to take all proper measures to prevent unnecessary un-necessary detention of cars If on examination the consular seals are found to be intact and the entry made as required the car will be further secured by So customs lock and forwarded 10 its destination S des-tination by a duly bonded route If the ccnsular seals have been removed or tampEred i tam-pered with before arrival at the frontier lit I the car will be detained and entry be required 55 tions re-quired as in the case of ordinary importa |
