Show PLATE PRINTERS Foster Reviews Powderlys Review Re-view of the Case The Secretary Gives the History of His Inte view With Cavaniieh and Devlin Misrepresentations Mis-representations Sharp Practice WASHINGTON July 3The secretary of the treasury received a letter this morning from Grand Master Workman Powderly of the Knights of Labor reviewing the case of the discharged plate printers in about the same tone a lila statmcnt to the public and in addition admitting the Knights of Labor will appeal the case to the President Secretary Foster in speaking on the subject sub-ject today said that tho letter which Jordan one of the discharged men claims to have received from him offering him his old position in the bureau was not sent by him The secretary explained ex-plained that ho was discussing the case with Messrs Cavsnaugh and Devlin and had submitted several propositions to them which did not seem altogether satisfactory He said he was willing to appoint the seven men to places in the bureau with the understanding that Jordan who is making a good living would not return to work They wanted more than this continued the secretary and they ire afraid i Jordan were offered the place with this understanding and it should get to the ears of Meredith ho woula crow over them and boast tueyhad been defeated I went I so far a to draft a letter Jordan There a been several papers written during the I conference in about thaw terms Places were to be found for the other six men I and would he accept a position in the bureau bu-reau i reaI agreed to give them this letter to b given t gve they should promise on their honor as men that they would either return it to me or hand me Jordans declination declina-tion This was to soothe Jordans feelings a it were all this was contingent upon our reaching an agreemect When I showed Devlin and Cavanagh this letter they declined my terms and I shoved the letter to one side with the rest of tho rejected re-jected manuscript We were discussing the situation further and endeavoring to find another solution when I received the card of a aelegation representing the Federation Fed-eration of Labor Lesvmg Devjin and Cavanagh for a few minutes I went over to talk t the newcomers who told me some facts I did not know before For instance they informed me there are now about fifteen apprentices in the bureau waiting for presses who under the rules are entitled en-titled to presses ahead of chance men This would so reduce the available now work that the men who are now on the chance roll would not be able to get presses in the new building Thus to put the seven dismissed dis-missed men back would throw out printers who are ahead of them After further talk on the subject I returned re-turned to Devlin and Cavanagh and soon afterward the conference broke up The letter to Jordan though signed was but a draft and was not intended to be sent I he received it the delegates frdm the Knights of Labor must have taken it from my desk It had previously been rejected by them I do nor accuse them of stealing tho letter but I do say that the letter should never have gone to Jordan a it was null and void when I returned it to my desk I said goodbye and the desk swept papers pa-pers into the drawer but I did not notice notco that this letter was gone I have reason to think they took the note sent in to me by the delegates of the federation From Mr Powderly they got their information about the Gompers federation The name was put on the card by my private secretary mind secre-tary in order to identify the people in my |
