Show REQUEST TO RESIGN The Head of the Consular Bureau Asked to Stop Down WASHINGTON March 27Dr F O St Clair for more than than twentyseven years head of the consular bureau of the state department has been removed Late Saturday afternoon Secretary Gresham sent a note to Dr St Clair notifying him I that he desired him to tender his resignation resigna-tion at once and further that his assistant assist-ant Mr W G Faisou of North Carolina bad already been appointed his successor and would assume the duties of the office This was naturally a surprise to Dr St Clair who never before dreamed that his official conduct had been called into question and he sought an explanation from the secre I trry The latter is said to have told him that he had been quietly holding back official papers on the score that they I were personal letters and for this offense his resignation was requested Theee J papers it is said contained charges 1 against a certain United States consul in Germany and instead of being treated a private by DrSt Clair they should be sent iu the regular department all round St Clair produced the letters in question ques-tion which he claimed to be his private correspondence but he did not succeed in convincing the secretary that they were other than official papers f I |
