Show I THE MINORITY REPORT II I I The text of the report of tho minority of the House committee on torritories on the Home Rule bill appeared in Fridays Hru ALD and it reads strangely enough in the light of the present condition of things in L Utah The minority of the committee are I Republicans and therefore it wus expected ex-pected that they would oppose tho bill That was natural that was in line with I the policy and course of the party in all its i dealings with this territory The policy has always been dictated by hate and tho course pursued has ever been directed by the spirit of unfairness But whilst we looked for an adverse report re-port we certainly did not expect that the opposition to the bill would be based on dead and gone issues we did not expect that tnc minority would blind their oyos to what has been going on in Utah for years If the committeemen had said that statehood state-hood was a thing of the early future provided pro-vided the conduct of tho people meantime was proper and hence it was not worthwhile worth-while to indulge Homo Rule as a temporary tempor-ary expedient that would have been manly and tho position could not have been attacked at-tacked with much effect But they did not say this They did not suggest the possibility possi-bility of statehood They said that if the people were ready for Home Rule they were ready for statehood and then in effect if not in direct words declared that we ought not to be permitted to have either It is a peculiar paper all through and reads ca if it might have been prepared by one of our Liberal politicians It is Liberal in its expressions in its theories in its insano hatred of tbo Mormons and its conclusions Is it also not Republican in all these particulars All the Republican members of the committee signed it and we presume it will be adopted by the Republicans Re-publicans of the House TLe people of Utah without regard re-gard to politics or religion are asked to carefully read and compare the two reports The majority of the committee look at the situation through unprejudiced eyes They see what has taken place here and recognize the fact a mighty change has taken place in the territory terri-tory of Utah They understand that a great community has wheeled into line with the American sentinent and practice and now asks recognition as an American commonwealth The committee believe in the honesty and sincerity of tho people and in a humane magnanimous spirit propose pro-pose that these people shall have their rights the past being erased tha punishment punish-ment for the errors of the days gone having hav-ing been allsufficient The majority go so far as to say that in th eir opinion statehood should be granted but inasmuch inas-much as the sentiment of the country that sentiment which has inspired the minority report is opposed to full enfranchisement Home Rule should be granted until such time as no reasonable person can entertain a doubt as to the honesty the integrity the Americanism of the people This is manly It is broadminded It is Democratic On the other hand the Republicans say they have no confidence in the people that the Mormons cannot be trusted that their professions are full of deceit and that their assertion of sincerity inspires no confidence The minority have indulged in persecution for a generation and say that it must be continued indefinitely We want all the people of Utah to road these two reports and then we want them all to watch the two parties in Congress in i respect to their attitude towards this territory THE HERALD does not apprehend that the minority report will check the bill in the least in its passage through tile House The Democratic friends of the measure are so numerous that they will pass the bill in spite of the opposition of the bigoted minority mi-nority |
