evening the Mayors gavel fell and the City Council was calltd to order The only members mem-bers absent were Alderman JIlter and Councilor Cannon under the call for PETITIONS Levi Perkins humbly asked that he bs granted a free license to sell fish and garni1 He was he said 63 years of age and had no other means to furnish himself and his family with the necessaries neces-saries of life ALDKRMAN PATRICK did not think the petition should be granted The matter had been referred to the committee on license several times and they had reported re-ported adversely ALDLBUAN PYPER thought the fact that the petition referred to had been heretofore refused was no reason why i it should not ba granted now Tat only question in his mind was whether the applicant was worthy or not COUNCILOR TAYLOR thought the petition peti-tion should be granted The Church will have to support him he said if the city didnt and he hoped he would get a second ALDERMAN PATRICK said he understood under-stood that the applicant was not a II worthy person that his habits were not good and he further objected to the granting of the petition because the request had heretofore been adversely reported on After some more debate the petition was granted on motion of Councilor 1avlor George G Bywater represented to tho Council that Joseph Smith was suffering suffer-ing from paralysis and unable to do manual labor on his behalf therefore he asked thaT Smith be granted a free license to peddle merchandise Granted without discussion Jesse J Murphy M D represented that Francis Brown had been ill of typhoid ty-phoid fever for some time and was still unable to work He was however doing I do-ing all he could to obtain a living for himself and fanrly and Mr Murphy asked that Brown be granted a free license peddle me chandise Granted James Reed humbly asked for another free smiles license to peddle fruit Granted Kimball d Lawrence agents for the Royal Norwich Union and ncashir Fire Insurance Companies represented that the said companies were relly one organizatio in that they issued policies making each liable for a one third of the damages done They therefore asked that they oe not required re-quired to pay more than one license This evoked considerable discussion Mr Pyper thought it was a question as to th legal construction of the ordinance ordi-nance and should be referred to the attorney Mr Wells denounced the practice prac-tice of hitching several companies com-panies together as merely a device to avoid the payment of extra office rent and extra clerical help He really thought the petition should not be granted ME GRANT was of the same opinion and cited cases within his own knowledge knowl-edge wsere companies had been hitched together in order that expenses might be lessened In this case he said such action did away with twothirds of the work The fact is he said that no one but an insurance agent would have the gall to make such a rpquest Not granted THE The Recorder presented the bill Of the Salt Lake Gas Company for them the-m nth ending November 30 1887 showing a total amount for street lamps < ity Hall and Firemens Hall of 593570 Received and amount appropriated appro-priated FOR FEEDING PRISONERS Mrs M A Burt presented her usnal bill for boarding city prisoners during the month of October amounting to f105 76 Allowed and amount appropriated appro-priated THE CITY SURVEYOR presented his bill for services from July 1st to November 1 1887 amounting to 152 A CITY NOTE payable to the order of Dennis Long Co with interest was ordered paid THE FIRE LIMITS The committee on Fire Department to whom was referred the petition of F E Houghton and seven others asking that the south half of Block 52 Plat Abe A-be released from the fire limits respectfully respect-fully report as follows The south half of said block with the single exception of a lumber yard on the east side is occupied exclusively by residences All the property owners on this half of the block have signed the abovementioned petition and as it will likely be many years before this portion of the block will be used lor anything but residences your committee commit-tee recommend that all that portion of Block 52 Plat A south of the following boundary bo released from the restrictions restric-tions imposed by the firelimit ordinance ordi-nance viz FOR IT Mr Wells reminded the Council that six weeks ago an order had been made requiring the gas company to extend certain mains but up to the present no action had been taken He would like to know just how matters stood THE MA YOB 1 asked superintendent superintend-ent some time ago why he had not complied com-plied with the order or the Cocnoil aud I he replied that ho did not propose to extend auy mama until he got more I money I = Mn GRANTI am sorry now that the gas bill ca9 been ordered paid 1n motioa of Mr Wells the vote ordering > the payment of the gas bill was reconsidered and Mr Wells then asked that the bill be referred to the committee on claims with instructions instruc-tions to see why the Gas Company had refused to comply with the orders of the Council MB GRANT thought that it was an insult in-sult to the Council that the superintendent superinten-dent should send such a message through the Mayor If there was any legal way of withholding the money until the company had fulfilled its obligations obli-gations he was in favor of holding it Then followed a lively discussion to iie members counseling the holding I of the funds and others expressing themselves es being opposed to it ME GKANT It is said that the only reason the dog wags the tail is that the dog is bigger than the tail in this case it would appear that the tail is larger than the dog He wanted the question tested whether the dog or the tail formed the largest part of the coropration animal MK TAYLOB wanted the bill paid if necessary tbe shortcomings of the gas company can be got at in another manner man-ner MB WELLS thought there should be some method adopted Whereby the Council could be assured of the correctness correct-ness of the gas bills It had been in timattd that gas was charged for that was not used Year after year these bills had been allowed and some steps Ought surely to be taken to discover vvhetucr the gas charged for was used or not ME CLARK moved that the Recorder be instruced to address a communica lion to the directors of the gas company informing them tbat on a certain day an order was made by the City Council that the mains be extended incertain streets and asking why the order had not been complied with MB GRANT thought it was all rubbish Tho Mayor was one of the directors and the superintendent had said to him that he wouldnt extend them We all know why he didnt do itit was simply because he didnt want to Ellerbeck had insulted the counsel and some means should be adopted to bring him to terms MB PATRICK said that to his knowledge know-ledge Ellerbeck had promised at three different times that the mains would be extended as ordered MB CLARKThe remarks would indi cato that Ellerbeck is the gas company and the gas company Lllerbeck MR GBANT Correct MB CLABK Well 1 do not so understand under-stand it The superintendent merely holds office at the sufferance of the directors di-rectors or if he does not the company is ignored repeatedly It all went to show that the superintendent did not care what tho Council thought His actionwas simply outrageous The discussion continued for sometime some-time and became quite warm at times The motion to pay the bill wag finally adopted as was also that of Mr Clark that the Recorder send the letter referred re-ferred to WANT LEGAL ADVICE MB PATRICK was aware he saift that the City Attorney was absent He understood un-derstood however that he had left a representative in the person of Mr L oyle and he moved thatthe latter be required to attend the meetings of the
