Special Correspondence Cor-respondence of TIIE HenAnulIt had been reported to your correspondent who hinted at the same thing in TUE HERALD a shor time ago that D P B Prido would oppose tho insertion of the test oath in the proposed pro-posed new constitution of Idaho because o the opposition there would be manifested Washington to Idahos admission as a s state should such a contingency occur Not being satisfied with mere rumors of what the gentlemans course would be in the premises we took a stroll to tho assay Office with a view of ascertaining in detail that gentlemans determination and tho reasons upon which he based his action Ho said that within a few months HE RAD CHASQED IIIS OPINIONS entirely with regard to the advisability of placing the principle of the test oath in a constitution that while it might be well enough in a statute tho organic law was quite a different thing Ho had talked to many public men at tho national capital during his late visit among whom were Senators Edmunds of Vermont and Teller of Colorado and enough of them were so much opposed in principle to tho incorporation incorpor-ation of any such provision to prevent the acceptance by the national legislature of any such provision in any constitution that embodied it Ho further said that ho felt perfectly satisfied that it would be a waste of time for tho public men of Idaho to get together and make and offer any such document for acceptance Many of the earnest friends of statehood among tho Republicans have espoused the views oi Mr Pride and it seems to bo granted that ho is making many converts to his views Ho always has had much influence with legislators in this territory and is likely to have no mean following About Wednesday Wed-nesday thero wiU bo a gathering of the clans in this city for the convention meets on the Fourth This meeting will be merely nominal as of course nothing will bo done on that day but celebrate The capital building is being beautifullv decorated for THE RECEPTION OF THE DELEGATES and with a procession military display music dancing speaking and a burlesque celebration after the regular one is completed com-pleted tho town will be ablaze with excitement excite-ment An ex congressman from South Carolinamember of the convention and at present a resident of Lewiston Nei Perce county will deliver the oration rho gentleman is said to be a very fine orator The preparations that have been made for this celebration are more elaborate than ever before made in the city An arch has already been constructed upon Main street of wood which will be elegantly decorated before the eventful day There is to be constructed a platform for the dancing which will continue all the after noon and evening ExGovernor Stevenson will bo president of the day This is the first celebration that will have taken place hero for a long course of years where attempts at-tempts have not been made to give the affaii a political coloring Sofar nothing of the kind has developed itself Governor Shoup returned to tho city on Saturday last from his visit to Salmon city where he has been to attend tho obsequies of the late Colonel Charles A Wood his relatw and friend The governor is usually verj cheerful but his face now bears a sad expression ex-pression He evidently takes the death of the colonel very hard J M Stewart formerly superintendent of THE IDAHO CENTRAL RAILROAD but now chief engineer of the Oregon Pacific was in this city several days las week and left town on Saturday Before his departure he was interviewed by you correspondent He said that all of the bonds of the road had been sold and then was money enough at the command of the company to prosecute the work with vigo t tw g i od and he nlar no doubt but what the roae would be running into Boiso City in less than eighteen months from date Mr Stewart has been a resident here and is I well known as a candid and truthful gentleman gen-tleman and our people base a great deal ol hope on his sayings To add to the heat of this summer weather a city election takes place on the < Ith of this month when a mayor common com-mon council city clerk marshal etc will be selected for tho ensuing two years The Republicans hold a convention thi Monday evening but the Democrats have not determined what to do until their opponents op-ponents make a show of their hand Two years ago a Peoples ticket composed mostly of Demoicits carried away tho baggage bag-gage It is very probable that we shall have a very pretty fight over this contest and the chances are in favor of the Democrats Demo-crats Many members of the convention have engaged rooms at the hotels some of whom are expected to arrive tonight Fred T Dubois has written to friends in the cit that ho will be hero at the opening of the convention Tunas HAS BEEH A SMALL WAR at the penitentiary of late Tim Driscoll formerly under sheriff when United States Marshal Wilson was sheriff of this county has again appointed the same gentleman a deputy Driscoll went to the pen and assumed control Matters did not go on correctly in various ways and Wilson requested re-quested John Halley Jr to remain as warden war-den for a time at least This Hailey refused re-fused to do unless Wilson would put the appointment in writing He did so and on Driscolls return who had been 1 temporarily tempor-arily absent Hailoy had his authority to show Dribcoll is still about the premises but is inexperienced Ho is good enough fellow perienced in this kind of business while Halley has not only had years of tutilago but is dignified firm and at the same time kind It may bo doubted whether Driscoll has the requisite qualifications even if he had the same experience as the old warden The prisoners are getting out large quantities of rock to be used in making the contemplated improvements upon Capitol square for which purpose 14000 was appropriated ap-propriated by tho last legislature It has been piled up in immense quantities on the surrounding steets It has been determined deter-mined to toreran reran TIm IMPROVEMENTS until after tho convention adjourns as they would im ogre the destruction of grass and in many casos tree which now give a pleasing air to the neighborhood and make the place very unsightly for a time There will bo a determined effort in tho onTcntlon to seat four Democrats from Ada county in the place of four Republicans the whole number of delegates being nine In bringing this state of affairs about it is intended in some quarters to oust Mr Pride Wo cannot imagine by what logical manner of means this can bo effected but after last winters experience as Test HERALDS reporter in tho Idaho I legislature we have made up oar mind that 1 some things can be done as well as others in this latitude Pride as a schemer stands at the head of tho Republican party and when his enemies havo thought he was downed for good he has POPPED UP IS ASOTHER PLACE alighting like a cat upon his feet There will be lots of fun in the convention and the readers of all the newspapers that fairly report the proceedings I lle not suffer suf-fer for want of comic literature but whatever what-ever they may do it is a far superior body to the last legislature Main street is being decorated today r with evergreens Hon Milton Kelly late editor oftho Statesman is spending much money in the improvement of his hot springs about five miles from town Boise City has a new fire company making the third inclnding the hook and ladder This new company expect their chemical engine hero by the Fourth Tho streets of the city are being put in t fine order so as to make our town appear at its best on the national anniversary Buz day I |
