Show Promulgation I of ihe Constitution I PHILADELPHIA September 17As a result of the movement upon the part of the city xaagistraW of the thirteen original States seven governors ops many commonwealths met here today to arrange for the fitting obs rv anco of the centennial anniversary ot the promulgation of the Constitu ttipn of the United States Ten States were represented New Hampshire Massachusetts and North Carolina were not represented but probablv will be by tomorrow The following governors gov-ernors were present Patten of Pennsylvania Pennsyl-vania Lee of Virginia Lloyd op Mary land Stacktry ot Delaware Yetmore of Rhode Island McDaniel Georgia and Shepphard oi South Carolina New York was represented by a committee of the State Legislature and Connecticut by exGovernor Big loW At the Continental Hotel Goverqor Patterson delivered a Brief address of welcome Thera were present also many other distinguished visitors from the I various States and a citizens Committee of entertainment After Governor Pattersons speech the party divided into pairs and marched down Chestnut Stecet to tne old State House Here the party halted intheroom where 4the Declaration of Independence wa Signed and standing under the canopy for rert white and blue they listened to an address of welcome by Mayor Smith Carpenters Car-penters Hall the old hall where in 1774 the first Colonial Congress met eleven provinces > being represented was th next place lAt l-At this place also a1 meeting was held The governors Tanned themselves around a large table near the center of the hall Richard K Betts one of the oldest members of the Carpenters company of the I city and country of Philadelphia welcomed the visitors and briefly i reviewed the history of the timeworn meeting place Carson then deliVered an oration A business meeting o the Governor was called to order by Governor Patterson Governor Lee of Virginia was invited in-vited to take the chair Carson was elected Secretary Letters were read from the Governors of Nortu Carolina New Hampshire and Massachusetts regretting their inability to be present and assuring the Governors that they were in i sympathy with the movement ColJ Peyten who originated the idea of the celebration celebra-tion and who has charge of the arrangements was invited to the stand to make any suggestions which might have occurred to him The colonel colo-nel in reply paid that it would be a good idea to have every State inthe union represented at thp celebra ion next September by regement of soldiery sol-diery It seemed to him that the young men in the various States would gladly avail themselves of this opportunity to participate in the celebration IOn I-On motion of Governor Pattison the organization was made permanent I The Governor su2gested also that a committee consisting of governors of thirteen States and rppresentatiye citi zpns from those States be appointed to prepare a plan for the celebraton Oa motion of Governor Stocfctry of Dea warel the chair appointed a committee consisting of five members to draft a plan The Governors of Pennsylvania Delaware Rhode Island Maryland and Georgia were appointed A recess was then taken to enable the committee to prepare plans w During the session in Carpenter > Hall resolutions were adopted ji iRi each State and Territory be iY erties 87 unite in the preparation for trvop > > Per national celebration of the adoption of the Federal Cjnstitutlon to be held in this city in September of next year and that the President be invited to formally for-mally communicate to Congress at their next meeting the fact that his administration ad-ministration closes the first century of Constitutional government and to urge upon that body the propriety of taking measures to render the celebration celebra-tion worthy of an occasion ot such dignity and importance and that the executive of every Staftpd Territory Terri-tory in the Union be forinaljhP I l11un icated with and urged 1Jlfftess upon the attention of their peoplethe fitness ot a hearty cooperation Resolutions I were also passed requestingthat delegates del-egates from different States land Territories Terri-tories be sent here to meet here < m December 2d next1 to organize a permanent per-manent organization worthy of the event 1 I r > I Resolutions were also adopted looking to the appointment of a committee of citizens to co pperate With tile permanent per-manent organizaUoBa extending sympathy to the earthquake uffeferli inSouth Carolina T r |
