Show AT THE CAP I ALI AL-I Newsy 0 Letter from Our Own Correspondent LETHARGY OF CONGRESS The Governorship Marihalshlp Speculations Upon Dement II and Judge Toners I I WASHIXOTOXV D C April 51SSC From Our Own Correspondent the donothing principle of the Forty ninth Congress of the United States in first session assembled is being carried out with a pertinacity that if applied in a good cause would be perfectly wonderful Yet the representatives of the people of this nation since the very commencement of the session have not been idle With one or two exceptions both houses of Congress have met every day for the last seventeen weeks and if during that period they have enacted en-acted no legislation at all perhaps the country already overburdened with jaw will have reason to congratulate itself if the same policy is carried out for the remainder of the session Great things of course were expected from a Democratic administration The reign of the Republicans had become tire some A change was needed in the very nature of things The change came A Democratic President was elected and the Democratic side of the House of Representatives was given a fair working majority By reason of petty jealousy however on the pat t of several leading Democrats in regard to the tariff silver civil service and other questions nothing hits been accomplished accom-plished The session so far has been barren of 0 fruitful results In fact the I somewhat diplomatic expressions thai if something doesnt happen before long it will probably be some time be fcre anything occurs seems to cover the whole case The only thing that I am afraid will happen ii this The country sick at the lethargic spirit displayed dis-played by the present Democratic House will elect a Republican House next fall At all events great efforts will be made in that direction Every advantage will be taken of the socalled mistakes of the Democrats and already many speeches which have been de I livered during this session are being put in pamphlet form by the thousand to be used in the fall campaign During the past week nothing that has transpired in Congress has had a tendency to turn the world upside down In both houses of course there has been the usual passage of words between be-tween certain hotheaded members In this respect perhaps the Senate may be said to have come offwith flying colors Senator Logan undertook to introduce a bill which has for its object the increase in-crease of the army The bill from some cause or other provoked considerable consid-erable discussion and from the Repub lican side of the Senate a good deal of opposition The Senator from Illinois of course is and always has been the great champion of the soldiers He is looked upon as the man among all men in the Senate who is the soldiers friend Fit therefore that should introduce such a bill as the one in question Senator Sen-ator Teller however saw proper to oppose op-pose the bill and impugn the motives in the introduction of such a measure of General Logan One word led to another an-other until the debate between the two Senators became somewhat personal and acrimonious They did not call each other liars but they came next door to it I have no desire of course to impute improper motives to either of the Senators in question but from what I have been able to gather hero and there the whole quarrel between Senator Logan and Senator Ttller has its origin in the confirmation of Mr Dement as Surveyor enerol of Utah Senator Logan to pay a personal debt which I have heretofore explained accomplished ac-complished the confirmation of Mr Dc silent in the absence of Senator Teller notwithstanding that it I had been agreed by the members of the land committee of the Senate that the nomination of Mr Dement should be rejected upon general principlesthat a good man had been removed to make way for him that he was unfit for the place and that over and above all Mr Dement was a common irresponsible falsifier of ihetrzth Aggravation over the con firmation of Mr Dement may not be considered sufficient cause to oppose General Logans army bill but the fight between the twp Sena tors has taken place all the same Mr Dement it appears ap-pears befriended Senator Logan in the last Illinois senatorial campaign To pay sLits debt Senator Loan promised to get a Federal position for him He had no idea of course that the latter would come down to Washington and talk as he did but it appears to be characteristic of Senator Logan never to forget a friend He never forgets a good turn and if he makes a promise he will carry it out at all hazards This is the pcsition in which he now finds himself so far as Mr Dement is concerned con-cerned What the upshot of the who business will be it is hard to divine If I were to venture a guess it will be ul timately the rejection of Mr Dement as SurveyorGeneral of Utah On Fri day last the subject was brought up in the Republican caucus at which Sena for Teller was present but no action was taken upon the matter The case nowever will be reached by and by and it is the general opinion here among those who know something that the nomination of Mr Dement upon reconsideration re-consideration will berejected This may be bad for 3Ir Dement with whom I have no quarrelI only speak of him as a public manbut his case ought to prove a lesson to others The news paper correspondents may have exag gerated Mr Dements statements but that he gave them a basis for the cnsa tional articles thai were written con cerning Utah there can be no manner of doubt The men to wOom he talked here are newspaper men of repute men who do not as a rule manufacture stories out of whole cloth I met a gentleman the other evening in the Willard Hotel Well said he Governor Murrays resignation has been accepted I was in the office of the iiecretarv of the Interior this after noon when the formal acceptance of his resignation came in from the Presi dent This was no news to me Leav ins to one side all formal business in the matter I knew that Governor 3Iur rays resignation would be accepted the moment it was received President Cleveland did not ask for his resignation resigna-tion through Secretary Lamar without a cause The question as to who shall be illS successor is the allimportant topic among the Utah people at present i in this city Many persons are of the opinion that no Utah man will get the place although efforts in that direction Lave been made with the President If all I hear is true nowcvcr an outside man will be tendered the vacant position posi-tion Two ministers have not been able to ascertain their namesone of them claims to have lived in Utah called upon the President one day last week and urged that tbe position of Governor ought to be given to some one now living In the Territory President Cleveland without hesitation is said replied Gentlemen that is just what I dont want to do Any one acquainted acquaint-ed with the Presidents character will at once say Well that settles the matter mat-ter I certainly believe it does In your cOt in certain quarters there seems to be a good deal of opposition to Mr Holden even being considered as a candidate for the vacant office I had a talk with Mr Holden about week ago and vvfien Captain Evans who happened happen-ed to be in the group insinuated that he Holden was a candidate for the position of Governor of Utah Mr Ilolden repelled the idea and left the company I know for a fact that Mr Holden had no more to do with the remove re-move of Murray tban the man in the moon As to his view in regard to the proposed legislation for Utah I had no opportunity to talk with him and therefore there-fore cannot speak definitely upon that point Mr Holden however is well known in Washington and I have no doubt his word in certain quarters will have its weight Mr R X Baskin and Mr C C Good ivin arrived here the beginning of last I week Two or three days after his arrival ar-rival Mr Baskin called upon the President Presi-dent handed him Governor Mur rays resignation and had an interview of over an hour I have no particulars of the interview to relate except that the legislative commission scheme did not meet with any favor from the President I have also learned that the abovcaamcd gentlemen had asked to be heard by the House committee on the Territories in relation to bills against Utah now in tile hands of that committee Whether Ihehearing will be granted or not I am unable to say If it is I am enabled to say that the Mormons will be heard in reply Mr liaskin has been sick in bed for the last two or three days He contracted a severe cold upon his arrival here or shortly before and in the meantime is i confined to his room Bv a telegram from this city to the Salt Lake Tribune I observe that Mr Drove the new postmaster of Salt Lake City is nc used of having while in Washington hobnobbed with Han John T Caine If paying ones respects in the shape of a call can be called hobnobbing then Mr Brown is guilty and what his punishment ought to be I will leave an unprejudiced public pub-lic to judge But Mr Browe is further accused of having expressed the opinion that there was no use for the ordering of additional troops to Salt Lake City last December It Mr Brqwc did I express ex-press that opinion what of it I know one mau in this city who is of precisely the same opinion That one man is the chief executive of this nation Mr Brown therefore need not lose any sleep over the accusation ia question His skin ought to be thick enough to bear even the appellation of Jack Mormon Mor-mon The race for the Mar hal hip of nah still continues although there are but three applicants for the position in this city at the present time These arc Mc3 > rs Warfield McQueen and Dyer All are working like beavers When it transpired that Mr Patrick Lannan was an applicant backed by Mr Petti grew of the Utah commission considerable consid-erable fun was made of the matter by the Ctah Idaho and Montana delegation delega-tion here One man in the midst of our conversation had the hardihood to Inquire if Mr Lannan thought President Presi-dent Cleveland a fool The idea he said of the owner of Republican newspaper news-paper a paper diametrically opposed to the present administration being appointed ap-pointed to the Manbalship of Utah was too much for his feelings And thus the chaff went on In regard to Mr Lannan candidacy for the Marshal ship No a Democrat who runs a Republican Re-publican newspaper is not the kind of man that President Cleveland is looking look-ing for The country is full of good straight out and out Democrats When their interests ae served and there are no more Democrats left then such a man as Mr Lannan may get ai office The matter of Judge Powers nomination nomi-nation has not yet been reached The Michigan delegation however are as confident as the sun will rise to morrow that he will not confirmed To say nothing of the charges that have ben preferred against him his conduct in the EurekaBeck miningsuitia the opin ion of Atonic Senators here whom I could name is enough to bring about his re jection The only thins the Michigan delegation regret is that 11 the event of his nonconfirmation ue will be sure to return to Kalamszan I Tne Secretaryship Utah an office also for which there are several applicants applic-ants but several other offices will be filled in Utah before that one is reached The condition of affairs in Utah is receiving considerable attention at the bands of President Cleveland He is desirous that the law against polygamy and unlawful cohabitation shall be en forced but he is not in sympathy with the persecutive manner in which the law is now being executed This will be made apparent by and by A wink is as good a nod to a blind horse Mrs Emmclme B Wells and Dr Ellen B Ferguson the delegation sent down here to deliver to President Cleveland and both Houses of Congress the memorial gotten up by the Mormon women of Utah arrived here a week ago and have had an interview with President Cleve land The memorial will be presented to Ute Senate early this week Its con tents have been read with interest by a great many people in this city and nothing but detestation is expressed at the manner the Edmunds law is being carried out in Utah The lawless raW acts of certain deputy marshals I arc denounced m unmeasured terms by j every fairminded man Some of those deputies may yet be brought to trial and i punished as the deserve to be I I Hon Jo A west and wife arrived here the beginning of the week Mr I West t15 attending to rue duties assigned him Hon F d Richards of Utah Is up c eI J here toniht Mr Sharp Walker Walk-er and Mr Fret arrived here night be t fore last and an at WillanTs It is I said that Mr Walker is endeavoring to ell the Opera House the government to be converted into a post office for Salt Lake It is almost certain that the building in question will be either leased to or bought by the government for the I purpose mentioned Jouj 11L |
