Re-presentative will scarcely venture an opinionupon the probable date of adjournment ad-journment This arises over disputes in the various confer coraraiiteej in regard to certain items As everyone every-one knows All appropriation bills originate in the House and this very Luing has long been a sore to theS nate It is all very well to have the upper house as a check upon the a = tion of the lorfer but when the upper house in the matter of appropriations arrogates to itself the right to dictate i what amounts shall be appropriated and shall not then it is certain that somebody is going to kick Hon Samuel Sam-uel Randall the chairman of the committee com-mittee on appropriations in the House is not the man to be bulldozed by any number of Senates Be knows his position has a perfect conception of his duty and any set of men who imagine that they can dictate to the great lenn aylvanian will find that they imagine a great mistake I have many a time watched Mr Randall from the galleries I gal-leries He is a perfect study No mutter mut-ter how ranch confusion the House may be in he is ever alert always on the W1tcb nnd nt UtA nrnnpp mnntpnt when he desires to say something = and by the way when he speaks he generally says something which is more than can be said of a great many wouldbe Congressmen on the floor of the House he is promptly recognized by the speaker The gentleman from Pennsylvania has the floor shout the speaker and a group gathers around trim instantly He commands the at tendon of the House that is so far as the attention of so noisy a body of men can be commanded Mr Randall has a good voice and can use it to advantage under the most difficult circumstances His manner man-ner is aggressive He displays determined deter-mined features his lower jaw being what may be designated bulldog type I one of those laws that once it nets bold something to give away before the grip is relaxed He is the boss of hs House upon this subject The Critic of this city in an interview with a dis inglisheu legislator published the other evening some very terse sentences sen-tences about Mr Randall As the latter lat-ter is s man of national fame perhaps a reproduction 6f part of this Icgla ors view of Mr Randall will not be uninteresting to the readers of THE HERALD He saidr Probably no man ever in Comrress ex erciied tne power in shaping and espec allv in protracting legislation as is wielded by Hon Sam J Randall in the House of Representatives Thad Stevens Ste-vens in his palmy days in the House was never the autocrat that R udall is Although by the amended rules the tower of the committee on appropria ions was supposed to be shorn of much of its previous control over the general legislation of Congress still the fact that Mr Randall is the chairman of the committee gives him opportunity to exercise his remarkable autocratic willpower will-power and by his pugnacious nature laminates over the proceedings of the House notwithstanding the emasculation emascula-tion in part of the former dictatorial authority lodged in the appropriations qommittee This remarkable power wielded by Mr Randall is owing to the peculiar characteristics of his personal nature He is a natural born despot aggressive belligerent domineering Hislong congressional experience = has fully e9uipped hiss as the gladiator of the legislative arena HP is the Bismarck of the American Coagress the John I i Sullivan parliamentary pugilists He is the bellwether of the House and 521 members passively submit to his Congressional Con-gressional dictation because none of them manifest the ability experience and pluck to successfully combat his stern and aggressive disposition He is a natural born leader of mn bv the remarkable re-markable force of his great will power and if he had lived in the days of the Pretectorate he would have dominated Oliver Cromwell Personally Mr Ran deli is an excellent neighbor and good citizen it is only with his public character char-acter that these comments are submitted submit-ted By his ever watchful scrutiny of all legislation proposed his familiarity by experience with the rules and pre cedents of the House and his unrelenting unrelent-ing determination that all legislation shall be subordinate to tne line of Congressional Con-gressional policy be has marked out backed by his bulldog tenacity of pur DOse Pennsylvania vet it is true in the main Mr Randall fs avery a-very plainlydressed unassuming man He is easily approached but he can I stand no humbug He is business from the word go He takes no active part in society Living verynnostentatiouslv on Capitol Hill he can be found at I home in his study every evening Ire seems to devote all his evenings to mss raring the details of any lecislation that may happen to be before Congress To this is due his great success He never tackles a subject until he has it thoroughly thor-oughly in hand and from long experience experi-ence it would be difficult to Introduce uny subject with which he is notaLe3dr more or less acquainted There can be no doubt that by his watch fulness in Congress bf has saved this country millions of dollars ana in this he has been ably assisted by The I Great Objector Mr Holman of Indiana Indi-ana I rode in the car the other day with this distinguished man ani could I not help remarking upon his plain unassuming un-assuming appearance Mr Holman is a man that mar be termed the watch I dog of the House He can detect a fraud quicker than any man there and is always ready with the phrase Mr Speaker object He is up and down in his seat all the day losg but there is this difference between him and a gr tow t-ow many others who are forever shooting off their mouths upon every subject he understands what he is talking about while others dont He does not speak to set his ntrhe in the Record as having made a little speech He rises with some definite object In view and heeenerally accomplishes hiS purpose He is not a man of many words he speaks to the point This is the kind of man that succeeds in the House as well as the Senate Windbags those men who fancy they can speak upon every subject and who cannot bi kept In theIr seatsceneraUy et Sat upon sooner or later 8me tine day when they have exhausted the patiene of everybody a sledsehammer hitter rises to his feet and figuratively speaking I speak-ing wipes the floor with them Then the are completely cured The look as if they had beets drawn through a saw mill and silence except upon very discreet occasidn ls their motto in the future They do most object as often as Mr Holman Mr Springer of Illinois 13 one of these men He seems to consider con-sider it as his duty to speak upon every subject or measure that is introduced He like many others whom the readers of THE HEBALD can call to mind in their own local Iccialaturci feels it his duty to get on hisfeet and speak upon every subject that is introduced but his influence owing to this persistent talking is lessened all the same When he gets up to speak and does speak there is net that attention paid to him that otherwise were he Jackinthebox would be given on overy band for It I must be remembered that the members of the House of Representatives are not blow to recognize talent no matter how young or how old the person may be who displays it Reed of Maine one of the recognized leaders of the Renab icnn side of the House is not a man that is given to making long speeches but for flbpartee ho is unexcelled He can sling in dry humor until his opponent Is very much discomfited dis-comfited Every word he utter tells and he generally speaks in such a devil maycare manner that as a rule his remarks re-marks are very tantalizing to those who are compelled to listen to them He never makes a great long set speech bnt what he does say upon any occa stoa bu more or lCSJ weight Sunset Cox now Minister to Turkey was a man of a similar kind He used to speak very often but it was always a pleasure to listen to him He was one of those speakers that captivated not I only the members of the House but the occupant of the enhance as well Whenever he spoke there was sure to be some fun indeed so far as repartee is concerned Mr Reed of Maine had no chance with Mr cox of New York Mr Cox was witty He was a fluent speaker and he could ring in poetry to such a degree and make PUU8 out of the subject in hand that it was always a pleasure to listen to him Perhaps it bad been better for Mr Cox if t he had not indulged in so inich hilar ty in all his speeches Such a thing meditated against his influence He was looked upon ns a good speaker and a funny mat but these qualities ions did not Jill Jhe bill as jualitica tions for n statesman His friends came to the wcluston prove to be the Prestdent s choice for the iffice Mr Jenks late Assistant Secretary Secre-tary of the Interior was tendered the position without solicitation Mr Jenks is 11 very popular man and no appointment that President Cleveland has ever made has given more general i satisfaction than the one in question I Mr Tucker undoubtedly was thoroughly I thor-oughly qualified to fill the position but Mr Jenks upoa the recommendation I of AttorneyGeneral Garlaad was the man destined to fill the place Mr I Tucker has net been renominatd for Cngress He is evidently about to retire into private life unless be accepts I the position of some minister abroad say the position of Minister Cox in Turkey if the latter hould rein and return to the House of Representatives At this end of the line we
