second days session of the Territorial Convention yesterday at noon Mr Woolley reported from the committee com-mittee on platform that their work was still unfinished and asked that further time be granted On motion an extension of time until 130 was allowed On motion of Secretary Graham Hon SR Thurman who was present was invited to take his seat m the convention as a delegate from Utah County A recess was taken until 130 Oa reassembling at 130 the pending question was on the election of a Territorial Ter-ritorial committee bnt Mr Smoot asked the privilege of permanently withdrawing motion as with safety is guarameed to evey citizen Second We believe that free government can only exist where the pi pe governed exercise the unrestrained risjat to hoose their own officers bua iuc the doctrine that citizens resident in the iermorien have no political rights inherent in themselves is at variance with the spirit and genius of our ereat cnaiter the Constitution and is repugnant to Democratic principles and the libei spirit of the age Third Ve believe that any party or faction fac-tion of a p litical community thai seeks to obtain oolitifftl control by anv other means thin the ability case a majority of votes into the ballot box is guilty of tne grossest political crimes ana should be branded as an enemy to humin freedom fourth We believe that interpretation of political and legal rights of the citizens under un-der the Constitution should be made in courts free from loial or general prejudice mdtoat justice should be evenly administered adminis-tered to every person regardless of tiiecass to which he belonx Fifth We believe fat the right of trial by a fair and imp irtiil jury is one jf tee strong bulwarks ot libeity and the tri1 of any oae by u jury who have strong prejudices preju-dices against the accused is a violation of wellestablished principle and is a dangerous danger-ous precedent which we solemnly denounce de-nounce Sixth Anv effort of the government to manage church property is a violation of the spirit of he first article of the amendments amend-ments of the Constitution and is racticl lyn ly-n union of church and state And we denounce de-nounce any attempt of the church to dominate domi-nate the state or of tne state to dominate the church as being dangerous to the liberty of the citizen We also assert teat any proposition propo-sition looking to the disfranchisement of a class of citizens because of their belief m or adherence to auy religious faith is In direct di-rect contravention or the rights guaranteed by the Constitution in regard to rel gious liberty and seeks to punish citizens for their religious belief Such a doctrine when we consider the difference of enlightenment of the ages is more infamous than the decrees de-crees of the Spanish Inquisition Seventh We declare irrevocably in favor of woman suffrage that the benign and purifying influence of wives and mothers may be manifest through the laws for the protection of our homes and country EighthWe approve the administration of local affairs so tar as the people are permitted permit-ted to exercise the rights of selfgovern ment We assert that we have proven our ability to control the business of the State economically progressively and justly to every citizen We point with pride to the I fact that the taxes in Utah are lighter than in any other Territory The Territory is out of debt and the counties are practically in the same satisfactory condition NinthWe emphatically deny the charge of disloyalty to the national government made against the people of Utuh We af firm that it is the duty of eviry American citizen to render obedience to the Constitution Consti-tution of the United States and laws enacted in pursuance thereof We pledge ourselves as a party to the maintenance and defense of coutsitu ional principles and of the natural nat-ural and inalienable rights of mankind TenthWe believe that Utah is entitled to sovereign statehood Her citizens have an equal right to free government with the most favored children of this Republic The National Congress is bound by every consideration con-sideration of equity and lawful precedent to remove the chains of Territorial bondage from this community Our population is nearly two hundred thousand souls with a greater proportion of nativeborn citizens than is possessed many proud and wo toy States of the Union It wecan properly be kept in this enthrallment a population or two millions of freeborn and lawabiding citize is can be held in similar subserviency I Utah has for years possessed every requisite for statehood The failure of Congress to recognize this right has propagated a hideous hide-ous train of evils from which tao land can I never be freed while this political wrog continues i On motion of Mr Watson the report I was received and approved and the platform adpted The next business in order was the nomination of a delegate to Congress Mr Riter took the floor and said he had great pleasure in presenting to the convention the name of one of Utahs most enterprising and patriotic citizens the Hon JohnT Caine There was no man in Utah he said who bad greater claims upon the people of Utah than he had Applause The nomination was seconded by E G Woolley of Washington County There were no other nominations and on the motion being put it was car ried unanimousl The chairman announced as the next business before the convention the nomination of a Peoples Territorial I Central Committee Mr Riter moved that the Chai ap TpbirTF a nominating committee com 01 i posed of at least one member from each county The motion was seconded Mr Smoot thought the motion waS inconsistent A great many counties had more than one representative in the convention while some of them had only one He thought each county should have a voice in the choice of their representative He thought the nominations should be made from the body of the house He did not believ this Convention The motion was carried A vote of thanks was returned to the officers and members of the committee and officers of the convention and to Salt Lake Corporatii nfor the accommodations accommo-dations tendered Carried Chairman Sharp reminded the convention con-vention that no revision had ben made to notify the nominee of his elect elec-t m mME RITEE I presume he will be sufficiently suf-ficiently on the anxious seat to discover that fact as early as anybody else Laughter The chairman and secretary were instructed in-structed to notify Mr Caine however and also to
