Chilian matter from Horace N Fisher to Seward November 7th 79 As relating re-lating to the same subject the secretary transmits a copy of a letter Jon the 8th inst from Horace N Fisher with which he sent hither copies of two of the papers pa-pers heretofore reported as missing namely his letters ot July 13th and 14th 79s reporting the course of events on the Pacific Coast It wlll be vuv vhSMbji jn rrn UQ observed that Fisher is net able tu reproduce his letter of November 79 having retained no copy thereof But the original letter having been found as explained above the series of Fishers letters is now complete com-plete The secretary of state also trans wits as coming apparently within the period of the Senates resol tion a personal per-sonal note of the Chilian minister Martinez Mar-tinez to the Jae assistent secretary of state dated November 23 81 This paper seems to have beer overlooked by the clerks who collected the correspondence correspon-dence previously submitted It is now laid l before the President for transmission transmis-sion to the Senate in order that the response res-ponse by the department of sttte to the resolution of December 13 may be as complete as possible Renewed and exhaustive examiuaton of the files has failed to show that any other pertinent papers had been received prior to the date of the last transmissijn January Jan-uary 24th or to discover any missing papers save the letter of Fisher of November No-vember 7th 1S79 Fishers first letter to Mr Seward dated oft Quaqui1 July L3th 1879 relates to the shipment from New York of a torpedo boat for the Peruvian Per-uvian navy invoiced a launch for the Guano Company at Callao Fisherd second communication is merely a detailed tailed account of the situation as he found it pon arriving at Guaquil Fishers letter dated Lqua Chili November No-vember 7th and addressed to Seward says The governor of this province has just shown me a dispatch of Senor Santa Maria prime minister of Chili to him This dispatih confirms officially the successful suc-cessful landing of the Chilian army at Possazuinian Peru and the operations there By last weeks mail I wrote my old general A Me D McCook at army headquarters explaining my views and making some important suggestions I requested him to confer with General Garfield and then if they both approved the suggestion to present the same to his I friends the President and General Sherman Sher-man and also to Secretary Evarts If you show General McCook this letter and ask him he will undoubtedly show you mine The views there given are confirmed even more strongly and had I time before the mail closes I would send you a copy of it for your information informa-tion In my judgment the crisis of wars war-s close at hand and the opportunity alluded to in my letter to General McCook should be carefully considered Martinez in his letter to Hill under date of the Legation of Chili Washing ton DO November 23d 1881 says I I forgot yesterday to tell you what one of my friends in New Yore had communicated commu-nicated to me HeI tells me Mr Adams minister of the United States to Bolivia had given out that he carried instruc tions of great severity against Chili and that he hatod that country He added in his opinion Chili should not ask for any other territorial annexation in the desert than as far as the 23 ° and that it i was pany Washington 17Minister Morton in J 1 reply to the announcement that the j Souse committee on foreign affairs had I the Shipherd letters under investigation I has communicated with the secretary of state what he has to say on the subject I and the latter today transmitted the following communication to tho committee com-mittee I DEPARTMENT OF STATE WASHINGTON D C 17 Hon O C Williams Chairman Committee Com-mittee on Foreign Affairs I Sir Adverting to the letter addressed I to me on the4th inst by the clerk of your committee expressing your wish that j the United States minister to France should be informed of the resolution of I the HOUSQ of Representatives on the 24th t inst respecting cer am allegations cf improper proper transactions bv the minister plenipotentiary ipotentiary of the United State and should at the same time invite Morton to make sucb responses as he might see I fit I have the honor to inform you that a telegram in the desired sense was sent to Morton on the 6th inst and I have just received from him a reply by cable to the following effect The minister stated that he has never at any timebeen associated with any business transaction needing or expecting the intervention of i the United States in tho transaction of ordinary business Morton Bliss Co have entered into a contract simply I for the receipt of nitrate and guana sent to this country and the states thereof and that the transactions were of the same class of business as had been carried on I by the firm for many years All prelim inaries of the agreement were made by Jecrge Bliss during Mortona absence I and before his departure for his present post Bliss will be happy if desired by the committee to furnish all details ails of the trAnsaction As fans fa-ns Suarez or Randall are said to have been agents of the credit indu trial are concerned Morton has had no communication with either of them does not know them personally neither of dealings I does he know anything any they or either of them may have had with the governments of the United States Chili or the Credit ladustriale Before the conclusion of the agreement betwean Randall and Bliss Mr Morton has had no intimacy or any personal official action with him connected with the affairs of Chili or Peru or the relations rela-tions of these countries with the government govern-ment of the United States or of France Morton has never had a conversation with any officer of tho United States touching business or political matters in Peru or Chili or the relations of either the United States or the French Republic Repub-lic He has had no official or unofficial communications either directly or indirectly indi-rectly with any person having official connection with or serving either the United States or the French government gov-ernment in regard to the relations rela-tions of Peru or Chili towards each other or towards the United States or the French government with the ex cqption of a conversation with President Gravy which was sought by the latter and which interview was officially reported re-ported to the department at the time and called for the reply from Blaine which was communicated to Grevy and the reply the French president there was also reported by Morton in official form Morton concludes by saying that It has never entered into his mind that it would be possible to use or attempt to use his official position as minister to further the objects of the late contract and that he has never contemplated any connection with retard to the affairs of Chili and Peru except to CI rry < ut in good faith such orders as this government govern-ment may give him in the premises I have necessarily communicated only the important part of Mortons telegram for the reasons that the original being in cypher the Dubliuition of the literal text would offer a clue to the secret channel chan-nel of telegraphic correspondence I shall however be happy to let you or any raeoib < Ms of your
