Show S CITY COUNCILS Proceedings at the City Council Tuesday evening October 24th 1882 Mayor Jennings presiding A petition was submitted from Henry Wood superintendent of the I D R G W Ry Co setting forth that Second South street between Fourth and Fifth Westwas entirely I without gravel and during the recent re-cent wet weather was almost impassable im-passable In view of the large amount of traffic which will necessarily neces-sarily be had upon said street the coming winter petitioner considered consid-ered that it should receive the prompt attention of the supervisor of streets and stated that if the city would have the gravel loaded and unloaded the company would furnish train to haul the same Referred to the committee on streets and alleys petition from John W Lowell was submittedrepresenting that he had sold his business in this city to the John W Lowell Wagon Co and requesting that the omexpired portion of the license for merchan dizing issued in his name be transferred to said company Granted A petition signed by Wm H Rowe and nine others residents and property owners on Fruit street and of the Eighteenth Ward was read asking that the decision of the Council in relation to the grade of said Fruit street given November 221SS1 be not reversed or changed The petitioners set forth that they considered now as always that the grade as established would be for the best interest of all concerned that those residents who had already built and improved property on said street would be much injured if the grade be changedjor interfered with and that those who had not yet built could easily make their lots conform to the street That the former were careful to await the decision of the municipal authorities in relation rela-tion to said grade before making improvements and now relied on the Council in good faith for protection pro-tection Referred to the committee on streets and alleys The committee on claims to whom was referred the petition of Marie Sclineitter forrelief and rightofway to her lot in the First Ward which she alleged was obstructed by the Jordan and Salt Lake City Canal reported that the cause of complaint had been removed by the construction construc-tion of a roadway to the property said to be damaged and that the petitioner had no claim against the corporation except for right of way for the canal to be settled by the canal committee Adopted The committee on claims to whom was referred the bill of I Martha D Perkins for compensation for the use of certain lend on North Temple street for a period of fifteen years reported that upon investigation investiga-tion they round that the corporation had not occupied the land that the present owners purchased it after the city had made ample provision for the deposit of gravel from the aqueduct and that the traffic over it had resulted from the land being left unfenced and open to the public The committee therefore recommended that the claim be not allowed Adopted The committee on Waterworks to whom was referred the petition or John T Came and six others in relation to the construction of a I tank at the head of Chestnut street and the laying of pipes down said street to supply the residences of petitioners with water for domestic do-mestic purposes and protection against fire etc reported that they had investigated the matter and recommended that petitioners have the privilege of putting in a tank and laying pipes on said street at their own expense the work of construction and laying to be under the control of the watermaster and the grant to continue during the pleasure of the Council Adopted I The committee on improvements whom was referred the petition I of Millen Atwood and twentyone I others for gas lampsjon First East between First and Third South streets reported that they had examined ex-amined the locality and found that about five lamps would be needed in said distance and recommended that the Council cause to be erected the necessary lamps provided the gas company would lay the mains The report was laid on the table pending the action of the gas company com-pany regarding the matter The committee on improvements also submitted a communication from T W Ellerbeck superintendent superin-tendent gas company stating that he had recently received a communication commu-nication from the City Recorder notifying him of an action of the Council which required the gas company to extend its mains northward north-ward according to the terms of its franchise etc The superintendent stated that the company would be willing to make the extension on North Temple street as well as other needed extensions if the city would erect lamps in such districts and afford some guarantee to the company that would warrant it in incurring and maintaining such additional ad-ditional expense It was further stated that the superintendent was aware of many needed extensions of the gas mains all of which could be i made if the Council would give some assurance that lamps would be erected and the gas consumed by them paid for for a term of years Attention was called to the fact that the company now charged for each lainplighted extinguished and kept in repair but 830 for one year while the franchise referred to authorized au-thorized a charge of 60 per lamp per annum and the superintendent stated that a still further reduction in price could be obtained if the Co mi f 1 would authorize an increase in J I number of lamps A vast amount of discussion upon this subject was indulged in by the members some of whom were of opinion that the gas company would reduce the price per lamp to 6iO per annum if the city would i erect sixty additional lamps I and guarantee the exclusive use of gas for a term of ten years I Remarks unfavorable to granting any exclusive privileges to said company were also made and the subject was finally referred to the committee on improvements with instructions to ascertain the nature of the agreement desired by the gas company what reduction they propose in price of gas and on what said reduction depends and report their findings to the council The committee on streets and alleys to whom was referred the subject of establishing grades and fixing poinds of survey throughout thecity recommended that the city engineer be instructed to establish the grades of streets and sidwalks not already established commencing commenc-ing at the initial point of survey and running east south and west I five blocks respectively and north two blocks and then await further orders That the profiles of said grades be submitted to the council for adoption and that the engineer be instructed to indicate the grades by chisel marks on the foundations of permanent buildings where convenient con-venient say at corners and centres of blocks That the grades be made to conform as much as possible to the natural grade of the locality where made and in such manner as in general the cuts will make the fills etc also that he be required to establish four points permanently in stone one seven blocks due east from the base and meridian one seven blocks due west one seven blocks north on the State Road and one seven blocks south on state road with one intermediate inter-mediate point on each of said lines thus to obviate the necessity having to begin always at the initial in-itial point before grades in the outer portions of the city can be ascertained ascer-tained Adopted A resolution authorizing the Mayor to renew for two years the corporation note for 50000 held by Thomas Wardell with interest at 7 per cent per annum was adopted ad-opted Adjourned for one week |
