Show TELEGRAPHIC Capital Chatter Washington 13 President Arthur has determined that he will not send in the nominations for his cabinet until after the Yorktown celebration He said to a senator this afternoon that he would be gratified if the Senate would not take an early step toward adjournment adjourn-ment He aided that of course he would have to go to Yorktown himelf and would be pleased to have sl the Senate go When asked further as to his wishes ho suggested that the Senate take a recess re-cess of several days to attend the Centennial Centen-nial and lo < < honor to the French and German visitor He added that he would not detain the Senate many days after the return from Yorktown As the original programme of governments participation in the Centennial to honor the foreign visitors contemplates the present cabinet and was partly arranged by them the President wants to carry it out therefore he wants to keep the cabinet cab-inet together until after the Centennial He will make the cabinet nominations however immediately after the Centennial Centen-nial but the Senate will not adjourn sine die until about the 25th There is apparently disappointment among democratic senators at Senator Davis election Theygenerally believed up to the last moment that he would not accept Some of them criticize him pretty severely fraying he hns virtually abandoned his much boasted independent indepen-dent position A democratic senator who generally reflects his party sentiment accurately says Judge Davis ambition was tempted by the possibility of reaching reach-ing the presidential chair and that overcame over-came his usually good judgment In the criminal court today Judge Cox announced that tomorrow mornings morn-ings session would be taken up with an argument by Ingersoll counsel for Gen Brady on a motion quash the information infor-mation recently filed by attorneys for government against Gcn Brady and other Ingereoll desires to leave the city after he has spoken The hearing will be continued said the judgE until next week when Bliss Brewster and others representing government can be present Secretary WindomAssistantSe retary Upton and chiefs of bureaus in the treasury department called upon President Presi-dent Arthur this afternoon The Senate in executive sessiontoday confirmed the nomination of Hannibal Hamlin as minister to Spain In view of a scene unusual interest there was a large crowd of spectators in the Senate galleries today On the floor of the Senate were a large number of privileged parsons among others Secretaries Secre-taries Kirkwood and Lincoln Attorney General McTeagh also a number of congressmen including Horace Page of California who arrived in Washington late last night The resolution was not exciting but it brought David Davis to the chair of the Senate When the yeas ana nays were called on the resolution to elect him to the p sition tr e attention of all was turned to Senator Davis Ho sat on his seat his chin buried ia his hards his face wearing a rather comic look of embarrassment vVfaeu Senator Bayards name was callel he arose ard said he would withhold his vote He had never gained an office he said by his own vote and he should never try to retain one by his own vote Davis when his name was called and when he was escorted to the chair made a graceful little speech in his accustomed voicp Republicans sre feeling well satisfied with the result of the day notwithstanding they hove elevated to the presidency of the Senate one which has long ben accounted a pretty fair democrat Democrats are somewhat chagrined i but wear their defeat as if they rather enjoyed it Bay ard seems to be the least hflected of his party The impression still prevails quite naturally that there will be contests con-tests over the secretaryship Senator Davis himself it IE believed would vote against Gorham ani produce a tie It is likely the contest will go over until December unless Gorham withdraws and republicans select a candidate acceptable to Davis The present indications indi-cations ara that the session will be prolonged pro-longed through next week as the Yorktown York-town Centennial will interfere with the business before the Senate |
