Show LATEST TELEGRAMS PORTYSEYMTH CONGRESS vft SPECIAL SESSION SENATE Washington 13 Immediately after the reading of the journal a number of nominations were received re-ceived from the President including includ-ing among others Hannibal Ham i urn as minister to Spain Walker Blaine third assistant secretary of I state Mark Brewer consul general gen-eral at Berlin ConsulsAlex Jour dan Pennsylvania Algiers Edmund Ed-mund Johnson New Jersey Pictou Arthur H Harrison New Jersey Santander Winfield Scott Bird Alabama Ala-bama La Gaura Robert Y Holley Vermont Barbadoes James V Silver Indiana Cape Town Henry S Lazar Missouri Port Stanley Dealuas Alexander Indiana fifth auditor of the treasury Benjamin P Davis Massachusetts deputy fourth auditor of the treasury Jacob H Ela New Hampshire auditor of the treasury postoffice department Robert F Crowell Minneapolis deputy auditor of the I treasury postoffice department Henry A Kennedy Maine collector of customs at aldsborough Me Thomas Broadwater Mississippi collector of customs Vicksburg Wm Gauiieur Morris California collector of customs Alaska Howard How-ard Kutchin Wisconsin collector of internal revenue third district of Wisconsin Lamar offered a resolution requesting re-questing the President to advise the Senate whether any action had been taken by government since the last session of the Senate towards protecting pro-tecting the rights and interests of the United States in the project of an interoceanic canal Tabled for future action Edmunds called up his resolution continuing the standing committees as constituted at the last session Garland offered an amendment providing that only the following fol-lowing committees shall be continued Foreign relations finance commerce military affairs judiciary post offices and roads public pub-lic lands pensions and Indian affairs af-fairs He contended that the committees com-mittees named were the only ones that would have any work during the special session Edmunds opposed the amendment amend-ment There were committees not provided for which in his estimation would be necessary to perform work this session He instanced the committee com-mittee on privileges and elections as one that should be organized There was on the table now a petition presented by the senator from New Jersey McPherson said to seriously I affect the right of the senator from i New York to a seat in this body i Then there was the committee on railroads which might have work to do It was known from public report re-port that there had been an important import-ant officer suspended for some supposed sup-posed failure of duty and by law it was required that such suspension should be reported to the Senate The committee on contigent expenses ex-penses was also a necessary committee com-mittee Garland said he would modify his amendment so as to continue the committees on privileges and elections elec-tions and the committee on centi gent expenses He thought it would then include all the committees necessary at this time Garlands amendment was rejected re-jected yeas 35 nays 37 Davis of Illinois and Mahone voting with the republicans Edmunds resolution was then adopted yeas 37 nays 35 The standing stand-ing committees are therefore continued con-tinued as constituted at the last session and the President pro tern is authorized to fill the vacancies which may exist As soon as the result was announce an-nounce L9gan offered a resolution forthe election of David Davis a senator from Illinois as president pro tern of the Senate Pendleton asked that the resolution lie over one day under the rules So ordered Executive session followed At 1 pm the doors reopened and the Senate again met in open session Pendleton stated that upon reflection reflec-tion and consultation with senators on his side of the chamber he had concluded to withdraw his objection to immediate consideration of the resolution proposing the election of Senator Davis as President pro tern The Senate then proceeled to the consideration of the resolution Jones of Florida opposed the adoption of the resolution in a speech taking the ground that the tenure of office pro tern is during the absence of the VicePresident of the United States A vote was then taken on Logans resolution resulting in its adoption yeas thirtysix nays thirtyfour Bayard and Davis Illinois not voting The chair Harris then appointed Senators Bayard and Anthony a committee to escort the President I pro tern elect to the chair In taking the chair Davis made a brief speech saying the high honor conferred upon him came without any expectation on his part If the compliment had carried any party obligation with it he should have felt constrained to decline it t l |
