of some people ii positively disgusting There are those who will keep on + fighting tilts State movement long after the Territory ha3 gone beyond her protracted period of dependence and her star is shining brilliantly in the family firmament There 13 to be a run uponC ongress next winter by Territories that are tired of the old order of things and anxious anxi-ous to b3 clothed la the habiliments of statehood Dakota is preparing for one of the greatest efforts of her life and having patched up that repudiation re-pudiation matter in some way that partially hides the ugly business stands a fair chance for gaining admission ad-mission to the select circle Her politics is a little off it is true she is republican and the lower house of congress happens to be handsomely democratic democrat-ic These minor circumstances should cut no figure in the question or admission to the Union and ordinarily or-dinarily would not All Congress ought to ask is Has the Territory the population the wealth and the r ability to maintain a republican 1 orm of government If this is answered in the affirmative it should ba a sufficient warrant for 1 the passage of the enabling act and the creation of a free and independent independ-ent state with all the rights and privileges of the others That Dakota is qualified for state government I govern-ment there cm be no doubt for she x line a numerous and thrifty population popula-tion a rich territory and brilliant prospects Were It not for the closeness of the contest between the politics1 parties there would be no doubt as to her immediate admission admis-sion to the Union The fact that the presidential election will occur next year may delay action upon her case another year for it is D03t i ble the democrats in the House will feel It to be unwise and dangeouo to give the enemy three electoral i votes without a norrespoading gain for themselves However Dakota is going ahead with her appeal and demand just as if success were expected ex-pected We hope the Territory will not be disappointed and that au other year will find her enjoying the privileges and benefits of state government whatever may be the politics of the majority of the citizens citi-zens Washington Territory is also preparing for an active effort in tae direction of statehood but the prospects are not so flatteiing in her case She is wanting in population and material development as well as in political importance The Northern Pacific railroad will make Washington but there must be time in which to do the work Two years hence should emigration still move in that direction direc-tion as it moat likely will Washington i Wash-ington can ask Congress to let her f in and with pride and confidence 1 show her qualifications for statehood i state-hood j Like Utah New Mexico is a chronic applicant for the privilege of local selfgovernment though her I cause is less hopeful than that of I any other Territory New Mexico I is not ready for state government with all its responsibilities and expensive ex-pensive machinery Before she 1 goes into the Union more ut her people should become Americanized American-ized At present comparatively few of the native population understand under-stand our system of government and are capable of making and administering laws in harmony with the theory and Institutions of the republic The voting masses are Ignorant and comparativelyslow to learn and they are as completely under the control of the priests as are their brethren in old Mexico where the church controls nominations i nomina-tions and elections to a far greater extent than the machine does in any American State It would be a misfortune to make New Mexico L j > l d 4 a State at present for it would certainly fall Into the hands of a few educated Mexicans Mex-icans and shrewd unprincipled American politicians who would convert it to their own usea robbing andplundering the people and providing pro-viding them an infinitely worse government than even the Territorial Territo-rial system is capable of When the Mexicans have learned what republicanism re-publicanism means and become better acquainted with the laws rules customs und institutions of our free republic will be time enough to give them a state government govern-ment and until then they are bet I leT for waiting Then it looks as if the only territory terri-tory that can hope for success next winter is Dakota and the outlook there can hardly be regarded as promising Thing would appear bitter Utah and Dakota were to work together This Territory is admitted ad-mitted tj possess all the requisites to statehood and in national na-tional politics will offset Dakota giving the democrats three electoral votes to nullify the three republican republi-can ballots that Dakota will cast in the electoral college If tao last named Territory will look at the situation in calmness and reason she will see the necessity for the joint appeal that is here suggested for without this united action there can be little hope for either of the dependencies changing her unhappy condition Meantime it is hoped that Utah will slacken none of her efforts to gat into the Union Let us keep up the demand for our rights continuing the rapping at the doors of Congress until we can make the powers that be listen to our just appeal |
