Show Hortons Honesty Washington nThe following may be accepted as an authorrtrvu account of the complications in r jard to C M Hononlately appointed appoin-ted revenue agent Commissioner Evans was personally acquainted with him and he came to Wash ington highly recommended for the appointment Soon alter he wa > appointed Solomon Cuter of Boson Bos-on wrote a letter to the President making the charges against Horton hat he had accepted 8500 as a consideration con-sideration for the release of certain goods seized under tho international revenue laws Horton was no tilled of the charges as soon as mule He wrote a letter expl cit y denying them but subsequently h3e charges wen referred to Cot lector Black of Boston at which city all the parties in tho interest resided The report of Collector Black was received last week luring lur-ing the absence of the commissioner commis-sioner and remained unopened till his return unday last at which time it was opened and carefully read by him The report was found to set forth as conclusion that the evidence failed to connect Horton with the receipt of 8500 paid by Carter Collector Slack in his report however incorporated the statements of persons examined privately by him in the absence of Horton and these persons refused to aliow their names to be used but made in this way certain other charges against Horton which he was given no opportunity to deny by the collector These charges were of a character similar to those made by Carter Upon reading the report the commissioner felt it was due to the administration administra-tion and himself that Horton should tender his rjsigoation not because lIe had been found guilty of any charge nor because of the anonymous anonym-ous clurges incorporated in the collectors report but to relieve an evident embarrassment cons con-s on Sunday last he wrote Morton requesting him to forward his resignation This Hjr ton was in a position to do without any reflection upon himself especr ally as the charges made by Carter had not been sustained On Monday Mon-day la3t he commissioner tele grapned Horton calling his attention atten-tion to Ins letter of the day previous and asking immediate compliance with the request On Tuesday Horton Hor-ton telegraphed the commissioner asking If ho would be allowed I an lot erviev and as this request was not ret iriled as unreasonable are a-re ply granting the same wa + sent provided he would come to Washington Wash-ington i testlu ya instead ufcmnmgt > Wash ngton Horton again telegraphed asking a copy of the report to be forwarded him or that Collector Slack ba directed di-rected to permit him to read his letter let-ter or a press copy of the same and at the close of his telegram slid he courted investigation of the Howe and F renchs charges made against him After carefully going over the situation the com missiouer felt it was better for nl concerned an I that it was du the administration th it the emoarras merit shuuld he relieved by the resignation of Horton and accordingly accord-ingly this afternoon he telegraphed him positively to that effect and of course Morton will resign It is proper to state that no weight was I attached to the anonymous charges of the secretary filed with the collector col-lector at Bjston and of Horton Hor-ton had no notice and they were not regarded as fixing upon him any grin but with a atrongdesue tote to-te thoroughly just to all parties concerned con-cerned and at toe same time to dispense dis-pense with a series ot vexatious and tmbarrasins investigations which were inevitable with Hortons retention re-tention in the service llor on has never received a dollar and it w is regarded as unjust to him that the charges which were made pe son who were unwilling to assume the I responsibility of the same by giving their names should be 1 published broadcast especially as Honons resignation was daily expected The report of Collector Slack was not given out in Washington at all and any statements therefrom that have been printed were made public in Boston The story comes from all official source I |
