Show CITY COUNCIL Proceedings at the City Council on Tuesday evening December 211SSO Mayor Little presiding Thomas John Donkin and twenty three otbers citizens and taxpayers of th Tenth and Eleventh Ward bencbes petitioned that Twelfth East street fiOm the east end of the stet car track on First South street to the car t roadmen Second South street be opened and assigned various reason for favorable action by tbe Council upon their petition I the opening of said street was deemed impracticable imprac-ticable by the Council the petitioners asked that the ravines on said street be bridged over and a safe and direct brd2ed ae route to and from their homes be established Referred to the committee com-mittee on streets and alleys Two petitions were presented from Qso Q Cannon and Brigham Young trustee of the estate of tbe l teL te-L L Brigham Young setting forth that said estate was tbe rightful owner ot certain portions or Fruit and Garden streets that they were willing upon payment of the sum of 550 to make II deeds to the city of such portions of said streets as belonged said estate and asked Ine Council to take the I matter under consideration and if deemed advisable to make the necessary appropriation for purchasing purchas-ing the same Referred to the committee com-mittee on streets and alleys A i t i n O b m itted from the petition was su submitted board of directors of tbe Salt Lake Dramatic Association calling the attention at-tention of the Council to thO high rate of tbe annual license required for running toe Theatre and asking for such reduction ac the Council might consider just and equitable in the premises from tbe following considerations consid-erations First thn amount paid for license as compared with the revenue of the Theatre ia very far above tbe average license rate of legitimate business throughout the city second the Theatre ia the only public hall of 1 literary character in the city tbat pays an annual license while lectures concerts and theatrical theatri-cal entertainments are continually being given in many balls throughout the city and as the petitioners were credibly informed without license third there are so many public en eitainments now being given in balls and meeting houses throughout the city that tbe patronage cf tbe Theatre is thereby greatly curtailed and its revenue very much diminished fourth while the present liceme might be just and equitable were tbe Theatre open every night it is obviously obvi-ously quite a difierent thing when for lack of patronage it is open only about eighty one nights in the year as was tbe case last year Referred to tbe committee on license A petition was presented eigned by A J Patterson k C per Williams Young attorneys setting fortb baton bat-on the Sib day of September 1880 the City Council grunted to H W Lawrence C E Pomeroy B Q RajboulJ Wm Jennings James Sbarp Pnilip Pugaley H 1 Eldredge and L S Hills tbe privilege of erecting erect-ing poles in tbe streets 01 SaIL Lake City on which to place wire for a telephone tele-phone exchange That afterwards the said grantees assigned and transferred trans-ferred said right and privilege to A J Patterson k Co which company was composed of John J Dickey Samuel H Korty Wm B Hibbard Jos N Keller Appetou J Patter ion John Sbarp and Lewis S Hills tbat the parties last named were about to erect the necessary poles and appurtenances in the streets of Sail Lake City to carry on the business ot telephone exchange wherefore the I that the Council petitioners requeste Cuucil I duly ratify and confirm tne transfer from the original to the grantees petitioners peti-tioners and in view of the fact tbat the said copartnership was anticipating forming a corporation to transact the businecs aforesaid the petitioners also asked that the right be ratified and confirmed wilts the power to assign i the same to any corporation organized orga-nized for said purpose Petition received re-ceived and that portion thereof asking transfer of certain rights and privileges privi-leges from the original l grantees to A J Patterson S 0 granted under the same restrictions aa specified informer in-former grants Tbe committee OH construction of the Jordan and Salt Lake City canal rendered their November statement of the expenditures incurred and pro greea made upon the usual Amount paid out during the month 522092 All that portion of the canal lying between SAndy and Cottonwood was reported to be under contract and work thereon being diligently prosecuted prose-cuted Approved The committee on finance reported that they had examined the annual report of the city treasurer referred to them and found the statement oi receipts and disbursements of the corporation as set forth therein to be correct as appeared from the books and vouchers in the treasurers office The committee commit-tee ialso reported that the redeemed auditors warrants for tbe fiscal year had been found correct and destroyed by fire in accordance with the instructions in-structions of the Council They I therefore recommended tbat the treasurers report he accepted and placed on file Adopted The same committee reported that having examined tbe quarterly report I of the city auditor compared it with I the books and vouchers in his office I they could certify as to its correctness i correct-ness and therefore recommended that the report of the auditor for the three montbs ending November SOlb 18SO he published in accordance with law as a correct exhibit of the financial condition of the corporation for tbe term specified Adopted i The committee on claims fo whom was refered the report of the supervisor super-visor of streets for the quarter ending November BOth 1880 reported that after a careful examination of tbe items of expenditure they hid found tbem correct and recommended the appropriation of the balance expended ex-pended in excess of the quarterly appropriation ap-propriation Adopted The committee streets and alleys t whom was referred tbe petition peti-tion of the Salt Lake Power Light and Heating Company presented a report recommending the granting to tbe company of the privilege asked in their petition viz of erecting poles and ex ending wires thereon for the transmits of electric currents cur-rents and of layng I pipes in i toe ground for the conveying of steam etc This report however was not adopted and after consideration i was decided that a grantor grant-or franchise of so important anature as the one asked should be given by I resolution of the Council Itwas therefore moved and carried that the petitioners be notified to prepare and i present to the Council he draft of such a resolution as they may deem i requisite to their needs and that the Council then proceed t take action upon the eame The committee on streets and alley to whom was referred the petition of Wm B Folsom and James Jack asking that the city purchase a couple of lot owned bv tbem and situated just below the old Arsenal site or else compensate them for damacea custainrd by the removal of the street and sidewalk in front ol said lots < reportedkrlbflt they had visited the locality described and from peracpal obaeivitiorvsupported by the expressed opinion of the enperviaor were of the belief that Jin I removing the soil from the frontof the petitioners lots the supervisor was simply pursuing the line of the established II estab-lished grade of East Temple street and was not interfering with the soil of said lots in any way whatever The committee considered in view of this commiee fact that the city was not responsible for the present condition of the lots and did not think tbe owners could consistently claim damages from the corporation for grading one of its own streets The committee did not deem it wisdom for the city to purchase pur-chase the lots as it had no use for them that would justify the outlay but recommended that tbe supervisor super-visor be instructed to elope the bank ou the west side of said lots to an angle of forty five degrees and that tbe petition of Messrs Foleom and Jack be laid on the table Bills of H Dinwoodey
