REQUEST FOR PROPOSALS Francis City, a fifth class City, is soliciting the services of qualified firms of certified public accountants with experience and interest to audit the financial statements of the City. These audits are to be performed in accordance with generally accepted auditing standards and the standards set forth for financial audits in the U.S. Government Accountability Office's (GAO) Government Auditing Standards (GAS). All of the City's records and record keeping is computerized. The financial statements including notes to the financial statements, together with management's discussion and analysis, will be prepared by the City. The Auditors will perform a financial and compliance audit to determine: a) whether the financial statements of the City present fairly the financial position and the results of financial operations in accordance with generally accepted accounting principles and b) whether the City has complied with laws and regulations that may have a material effect upon the financial statements. The Auditors will examine the financial statements of the City as of and for the years ending June 30, 2012, 2013 and 2014 with the City's option to extend to June, 2015 and 2016. Proposals submitted should address the following items: i. The organization, size, and years in business of the firm. ii. The location of the office from which the work is to be completed and the number of professional staff, by staff A7 level, that will work directly on the City assignment. iii. Name and brief background of the firm's designated contact; name and background of the engagement manager, if different from designated contact; and names of key employees to be assigned to the engagement. iv. A statement that the firm is properly licensed to practice as a certified public accounting firm in Utah. v. A statement that the firm meets the independence requirements of the Standards for Audit of Government Organizations, Programs, Activities and Functions published by the Comptroller General of the United States. vi. A copy of the most current peer review report. The proposal package should present all-inclusive audit fees for the first year and for the subsequent two years. Property Tax Cost of Bonds. If the Bonds described in the election Proposition are issued as planned, a property tax to pay debt service on the Bonds will be required over a period of twenty-one (21) years in the estimated annual amount of $103.00 on a $232,000 residence and in the estimated amount of $187.00 on a business property having the same value as said residence. The information in this notice with respect to increases in taxes related to the Bonds is an estimate only based on current assumptions of the District as to the financing plan and estimates, including estimated market interest rates for the Bonds and the taxable values of property within the County. The information is intended to provide an elector with some indication of the impact the issuance of the Bonds may have on taxes paid. However, there is no limit on the tax rates the District may be required to levy to pay debt service on the Bonds. Property Tax Cost of Maintenance Levy. The Maintenance Levy described in the election Proposition is a property tax that will not exceed the maximum annual amount of $76.00 on a $232,000 residence and the maximum amount of $139.00 on a business property having the same value as said residence.
