Lady Shirrelle and Sir Ricardo CHERYL OVARD SCN Editor "It was the perfect place for a ball," said Sherrelle Pontarelli, White Knight Culture and Public Relations Director, "from the time I started to work here, I knew this event would be a great fit for the facility." The idea grew into reality, and John Simmons, who, along with brothers Tom and Dave, are the owners and founders of a company called White Knight Fluid Handling, Inc. John and his wife, Amy, have two special needs children themselves - wanted to do something that would "give Special Needs kids an Waiting for the guests to finish all of these drumsticks...John and Tom Simmons Kingdom Ball Court opportunity to have a great time - just for them!" The idea blossomed into a Grand Ball...which they called the "Kingdom Ball", fitting the entire scheme around the building and interior decor. "We were excited to host an event that would bring a little bit of fairytale to the challenging lives of special people," said John. The idea mushroomed into a "Gala Affair", with mailed invitations - and to fit the era, in a box with gold leaf and scroll, and a personalized for themselves and their families. Invitations went to each special needs young adult from Summit, Wasatch, Utah, Salt Lake and Davis Counties that they were able to locate. The date was Saturday, August 27th, held from 5-8 p.m. There was no charge for the Gala Event! White Knight Fluid Handling, Inc. were the entire sponsors, and very excited to be able to "add a little smile" to those children's faces as they danced and en- joyed the "feast of finger foods! Served to everyone was a huge BBQ'd turkey leg, cooked to perfection, and strawberries dipped in chocolate, fruits, home-made root beer (complete with souvenir mug), and other trimmings fit for... "A Knight!" The evening ended with a promenade of each of the "guests of honor" - along with a curtsy and bow from each "Sir" and "Lady". "This will not be the last Ball," stated John, a he cau- tiously watched the literally hundreds of turkey drumsticks on the BBQ grills. "We really, as of two weeks ago, were very nervous that nobody would show up - and the food had already been purchased! But, as word was passed around, the right connections made, the turnout was GREAT!" With a special "thanks" on behalf of himself and his CONTINUED ON PAGE A3 Summit County Proposition #1... Revenues Down, County turning to Voters for approval of Transfer of Tax Stability and Trust Fund CHERYL OVARD SCN Editor "Whereas, the purpose of the Tax Stability Fund is to preserve "funds during years with favorable tax revenues for use during years with less favorable tax revenues," and, Whereas, Summit County has been experiencing declining tax revenues over the past few years;" so states the Resolution Pursuant to USA 17-3654 Submitting Proposition to use Principal from the Tax Stability and Trust Fund "Whereas, the Summit County Council finds that it in the best interests of Summit County to place a Proposition before the electorate to seek permission to transfer to the General Fund up to $2,000,000 in principal from the Tax Stability Fund; "...Summit County, Utah, that the following Proposition shall be placed on the ballot for consideration by the electorate at a Special Election to be held on November 8, 2011... "...Shall the Summit County Council Transfer to the General Fund up to $2,000,000 in Principal from the Tax Stability and Trust Fund?" This resolution was signed on Wednesday, stated Kent Jones, Summit County Clerk, and sealed on Wednesday, Aug. 24, 2011. The resolution enables Summit County to put on the ballot on November 8th for the voters to choose whether or not to enable Summit County, under direction of County Manager, Bob Jasper, and with the expertise of Summit County Auditor, Blake Frazier, to transfer funds to make up the difference of monies needed to "pull the county out of the "red" and into the "black." "We want to make sure that we look good on the books..." stated Jasper in the last couple of meetings with the Summit County Council. "...taking us out of the red and into the black will help us." If this vote passes, it will allow Summit County to use the "Rainy Day Funds" "...and believe me - it IS raining!" stated Blake. These are "hard times", and this is what the fund is for. It is time to use some of these funds...to help put the Summit County General Fund in the black and still "...not have to increase Property Taxes or Rates." The Tax Stability Fund has at this time nearly $13 million in it. Its purpose is to be there IF the people of Summit County ever have a need in a disaster-type situation. Bob Jasper, Summit County Man- AWAr VOM ager, stated in the last month's discussion meeting that he was not aware of the need to be more frugal with the General Fund, and if he had known, would not have been so freely letting Planning go ahead with some of their projects. In response, Blake Frazier, Summit County Auditor, reminded Bob Jasper, that "...he had the password to the budget, at any time he could look and see how it is going any time he choose. "In Planning and Building, the revenues have diminished 75%,over the past three years," explained Auditor Blake Frazier. "Two position have been moved, two building inspectors let go, and those positions of people who retired or left the department in Planning were not filled." Building fees have dropped in revenue from over $1 million in 2008 down to revenues of only $400 thousand in 2011 - due to the three year recession. In reality, there were more expenses from the "New Form of Government", stated Frazier. "this amount is coming out of the General Fund. In 2008, the last year of the three Summit County Commissioners, the expenses for salaries for the Commission was $256,000. "The old chain-link fence - only partially installed - had deteriorated so much that it was a detraction to the 'town center' and overall image" Council member Major stated who oversees the Park Department. Approved white vinyl fencing was installed in several sections Monday along the western boundary of the park just in time to welcome Frontier Days visitors this Labor Day weekend. "The face of the park is now officially framed" claimed Council member Major. "Right away, many residents and visitors commented on how good it looks."
