Extracted groundwater and free-phase hydrocarbons from the total fluids recovery will be separated and groundwater hauled on-site to an injection well for disposal and free product trucked off site. Emissions from all of these activities will be vented to the atmosphere. Currently, Whiting has an AO (DAQE-AN0106790006-10, dated July 29, 2010) for their natural gas compression activities. This AO is for the venting of the recovered soil gas and does not alter conditions or requirements in the current AOs. The source is located in Summit County, which is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Achievable Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act does not apply to this source. The change in emissions, due to the remediation system, at the Bridger Lake facility, in tons per year, will be as follows: VOC + 7.09, HAPs + 0.59. The total emissions from the Bridger Lake Compressor Station (including grandfathered emissions), in tons per year, are as follows: PM10 = 0.33, PM2.5 = 0.33, SO2 = 0.01, NOx = 74.83, CO = 60.85, VOC = 21.14, HAPs = 1.73. The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. The Executive Secretary intends to issue an AO pending a 10-day public comment period. The project proposal, estimate of the effect on local air quality and draft AO are available for public inspection and comment at the Utah Division of Air Quality, 195 North 1950 West, Salt Lake City, UT 84116. Written comments received by the Division at this same address on or before August 8, 2011 will be considered in making the final decision on the approval / disapproval of the proposed project.
