Show n'vo'' Worries City Michigan As 7th Child Missing The Salt Lake Tribune, Wednesday, March 2.1, 1977 t Carter Urging A, Or AfcT. r - - i - r' U.S. to End Electoral Vote f. Kti Continued From Page One political reform announcement to demonstrate solidarity between the White House and Congress in at least one legislative area. At a press brieting in the Executive Office Building, a dozen senators and representatives, including two Republicans, were on hand to endorse all or part of the Carter proposals. The White House submitted a bill for universal voter registration but deferred to Congress in a'l the other areas of political legislation. Vice President Mondale, who presided at the briefing, emphasized that the administration had held extensive consultations with Congress. Wins Electoral Majority At present, a president is elected when he wins a majority of the electoral vote cast by electors chosen by voters in each of the 50 states. The electors run pledged to a presidential candidate but are not bound to vote for him, and in some cases do not. In 1078, lo example, an elector pledged to tier a Id Fet'd cast his ballot for Ronald R?agan. Electoral votes are apportioned among the states on the basis of the size of their congressional delegations, rather than on population. This lends to favor the smaller states. When a candidate carries a state, , however narrowly, he gets all its electoral votee and his opponent none. As Carter noted in his message, this has permitted men with a minority of the popular vote to become President three times in 1824, 1876 and 1888. Become Part of Process This winner-take-aprovision in ef feet disenfranchises all the voters in a state who cast their ballots for candidates who did not carry the state. Under a direct popular election system, these voters would become part of the national selection process. In his message. Carter also called for new legislation to: Permit the vast majority of federal government employes to run for political office, hold party office and serve as campaign volunteers, sorne-tliinthey are now prohibited from doing by the Hatch Aet. Only those in sensitive jobs, largely at the higher levels, would still be barred from political activity. Revise the new presidential campaign law to permit some state and local spending on behalf of the national ticket, provide federal funds to help candidates comply with the complex requirements of the law, and bring persons seeking to become delegates to political conventions within the contribution and spending umits. In presenting his registration plan. Carter proposed that Congress authorize between $20 million and $25 million in new federal aid to states to help pay the additional costs relating to the plan. A (UPI) professional treasure hunter said Tuesday the best gamble in the search for a vast horde of gold lies in a fissure which slices into Victorio Peak. Norman Scott of Expeditions Unlimited, which was until next Monday to find some evidence of the legendary treasure, said the search would continue at several sites around the peak. But he said the best chance of success was at Victorio Peak. If this story is so, all information that 1 have been given tends to support the fact that if there is a room of gold it is going to be in the lower reaches of Vicky Peak, Scott said. g ... The crevice, named the Snake Hole, leads 320 feet into the desert peak. Several of Scott's workers said they found two caves, which they dubbed the Dome Room and Ring Room, at the end . One of those who went inside, former No detector test of his claim, said he did not know if the bars were gold or lead. The Dome and Ring rooms lead off the main fault deep inside the peak. Inside the Dome Room, named because of its high ceiling, workers have found names scratched into the wall and a campsite. Air Force Capt. Leonard Fiege of Milwaukee, said he believes there is a treasure room further down the crevice. Fiege has said he found three piles of metal bars in the room in the late 1950s when he was stationed at nearby Holloman Air Force Base. The surgical team was directed by Dr. Derward Lepley Jr., who said that Mrs. Anick apparently died from ventricular fibrillation, a condition in which the main pumping chamber of the heart Iroats irregularly. Lepley said Anick told him that he and his wife had a normal breakfast and that she appeared in fine health. He left for 10 minutes to go to a store and when he returned he found her dead in a bed in their motor home. Before the transplant, Mrs. Anick had suffered from myocarditis, ar, inflammation of the heart muscle, for about 10 vears. By the time of the operation, her heart was so weak it was unable to meet the pumping load. The heart came from Robert E.
